The cuts would increase to at least $1 billion in the year 1976-77. Needless to say such cuts should be welcomed by taxpayers who over the past few years has had to carry an increasing number of expenditures in education, social security and health care. One interesting aspect of the report is the recommendation to discourage in future a cost-of-living clause in future bargaining with public servants. Unfortunately many receiving a cost of living clause have also felt it was a right to obtain a substantial raise in salary and have successfully been able, in the past, to disassociate the two. So to speak cost of living clauses went only to those who were represented by those well organized and were able to bring pressure upon their employers. It would seem reasonable if one was to enjoy a cost of living clause they should then refrain from asking salary increases, but this have not been the case. The report makes the point those using a service should take more of the financial responsibility of the cost of that service. To this end it is recommended that a service charge of a small fee be charged for doctor's services rather than the province paying the full amount. This seems to make sense for in the first place it would make people more aware of the costs of that service and that it was not altogether a free give-away program. As a prime example the report states that general-interest courses in community colleges should be self-sustaining. "Why should we all have to pay for someone wanting to learn french or to learn a hobby such as leather-craft or painting.
