The purpose of the meeting in Newcastle was to discuss the capital works programs in the Village of Newcastle, Bow- manville and Courtiee regarding regarding water and sewers. Regional council had previously previously tabled the construction by-law which now stands in limbo until it is lifted from the table and given the second reading. It was pointed out at the meeting that it must receive its second reading if anything was to be done towards the construction of the $2.5 million plant. Members of the Newcastle council were given assurance that the second reading of the by-law did not necessarily mean that the plant would be constructed. Newcastle council council could later have the project stopped if so they wished. Coun. Kirk Entwisle stated that he was in favour of having the region proceed with the second reading of the by-law with the understanding understanding that final decision still had to, be made. All council members Supported this action action excepting that of Coun. Lyall who contended that you first decide just how it was to be paid off. The Regional committee stated that as the Newcastle council was in favour of the sewage plant that they would now start with the design of the plant.
