Holding spending to 10 percent increase Ontario Treasurer Darcy McKeough outlined Thursday government spending priori tics for next year, with a promise of tough measures to hold the overall spending increase to 10 per cent. To do so, the treasurer said, the government will reduce spending on road construction and hold the line on housing UNITEDCHURCH Orono Pastoral Charge Minister Rev. B.E. Long B. Mr. McKeough said civil service salary increase will be held to an over-all average ol eight per cent, with senior salaries frozen, as they are now, at the October, 1974, level. In addition, there were plans to reduce the public service payroll to 66,500 compared with 70,800 in 1974. However, there are some areas where the government plans to increase spending. The treasurer said payments payments for post-secondary education education are to rise, as will spending in the field of justice and law enforcement. INCREASE TRANSFERS Mr. McKeough also said provincial transfer payments to the municipal level will go up by about eight per cent. Earlier, the treasurer had said the grants to municipalities municipalities would be held to increases increases of between five and six per cent next, year. However, he said Thursday he feels the municipalities are facing a difficult year. The earlier low figures were based on the fact the province's payments payments produced a surplus in this year's municipal grants. ' 'The surplus will be carried over the next year," Mr. McKeough said outside the legislature. He said he could afford to raise the municipal share of the provincial funds to an estimated $3 billion because the government pared more from its own spending plans than he had anticipated. Mr. McKeough's plan predicts predicts total provincial spending for 1976-77 will be $12.52 billion, compared with an estimated $11,4 billion for this fiscal year. The highest individual increase increase in the budget will go to teachers' pensions. Mr. McKeough's McKeough's plan earmarked $172 million for teachers superannuation, an increase of 26.5 per cent. REGIONAL FINANCE DECISION COSTLY TO. WATER USERS IN THE ORONO SYSTEM ( Continued from page 1) go from $31.29 in 1975 to $65.72 in 1980. These figures do not contain an inflation factor. Çoun. Aker said he was concerned with what might happen in the development field if the regional rate were adopted by council. FIRST CLASS "We could be faced with the situation of having a small rural community demanding first class water systems and first class sewer systems under a regional rate," he said: However, he felt the municipality municipality itself would be its own watchdog if the region still operated on a chargeback system, for under this method of financing all capital projects projects would be subject to close scrutiny to ensure the municipality municipality can bear the associated associated costs. Works Commissioner Bob Richardson told the meeting that such would be the case even if the region chose the uniform rate system for financing. "That's surely the responsibility that has been given to the regional planning and development department" department" he said. Coun. George Ashe (Pickering) (Pickering) financé committee chairman, chairman, in answer to claims from Oshawa representatives that the city was the loser in paying for regional functions said the opposite was true. "Function by function...add them all up," Coun. Ashe said, "I'll admit garbage is the only one where you come out ahead in every other one." Mr. Gartley told the Oshawa Oshawa councillor that the city was a "$1.5 million beneficiary beneficiary in regional government during 1974...and probably another $1.5 million again this year." He said that while Oshawa may have had an increase in its mill rate from 1972 to 1975 of about 4.2 per cent, "in other municipalities the mill rate went up 25 and 30 per cent during the same period.", SUPPORT Coun. Lawrence Malcolm (Scugog) along with Coun. Bruce Tink (Newcastle) requested requested committee support for the regional rate. In speaking with Mayor Rickard he pointed out that he would be supporting a regional regional rate when the issue comes before regional council. He said that the charge back system would place a heavy burden on Orono and Newcastle Newcastle and would certainly curtail any development in the Newcastle Village area. Mayor Rickard also feels that it could be a different question when the proposal comes before the entire council. council. He pointed out that the finance committee was made up, with a goodly number of members from the City of Oshawa O.P.P.
