Report from Queen's Park Doug Moffatt, MPP, Durham East, 9 December, 1975 I promised during my election campaign that if elected I would keep you informed about what was happening in the Legislature, be available to you and do what I could to help with any problems. To this end, I will be writing a weekly column, which will explain briefly what has happened at Queen's Park, especially any legislation legislation affecting the riding of Durham East. Many requests for information information can be handled by phone : Workmen's Compensation Board inquiries, complaints about missing Unemployment Insurance, Old Age Security, Family Allowance and Welfare Welfare cheques, etc. When you call we'll ask you for your name, a brief description of your problem and a phone number where you can be reached between 9 am and 5 p.m. If you can't be reached during these hours, please let us know when we can get in touch with you. It makes it easier for us to return your call. Messages left at the Oshawa or Orono numbers are retrieved once a day by the Toronto office and we try to get back to you within 24 hours. Those of you who wish to see me personally can make an appointment by calling any of the above numbers. Most Friday nights I am in the Oshawa office at 3% Simcoe St. S. between 7 and 9 p.m.; every other Wednesday I am at Brown's community Centre in Newcastle Newcastle between 7 and 9 p.m.; and every other Saturday I am at the M. .7. Hobbs School in Bowmanville from 10 am to 12 noon. If your problem is urgent and can't wait for an appointment at one of these times we can make other arrangements. Please keep in touch and let me know how you feel about the varius issues being debated. Since the fall session began, the piece of legislation that has had the most publicity is rent control. As you know, rent increases will be limited to 8 per cent, retroactive to the end of July, 1975, unless the landlord can prove that he has had very major expenses. I am sure this was welcome news to a great number of residents of Durham East. Judging from your calls, many of you have had excessive rent increases since July 31st. This legislation, which should be on the books before January, provides for the right of appeal for both sides. If a landlord has made costly renovations to a building, building, he will be able to pass the additional cost on to his tenants. However, tenants who have had large increases since July 31st, which can't be justified by the landlord, will have any rent they have paid in excess of 8 per cent returned to them within 60 days of the legislation being passed. Critics of rent control who claim that the legislation will prevent further apartment construction are talking through through their hats. Apartment construction began to fall off in 1971 and this can be documented. Because of the shortage of apartments, rents have increased alarmingly and made rent control necessary. necessary. Rent control is only a stop-gap measure. I welcome the legislation, but the Government Government is going to have to implement massive constructive constructive projects to provide housing, housing, and to assist the buyer who cannot afford the down payment of a house.
