January 21, !»'<*> C ONSISTENTLY TELLS IT AS IT IS .* Prime Minister Trudeau faced the nation on Monday night reaffirming the,Stand he had previuosly taken in a year-end report. His message was clear, his points valid and he, took, no backward steps from a philosophy he has been trying to make with the Canadian people. *;In short he notes the ills of the nation and as a matter of .fact those.of the world, to' which all are aware. He does not denounce the free enterprise system but states changes must be made and in this they are either done on a voluntary basis by labour, business or by government. He has in fact given an invitation for dialogue. ' , Over the past few weeks critics have denounced Trudeau's message and this criticism comes from big labour, big business in all fields of endeavour. But where were these critics of possible government intervention when the government asked for restraints to curb inflation prior to the Thanksgiving price, and wage controls. Did labour respond to a call for moderation? Did business respond by lowering prices? If they had it Would nobhave been necessary for the government of Canada to legislate price and wage control. They didn't get the message then and they are not getting it now. . The difficulty is that Trudeau is asking for restraint on a voluntary basis but all society do hot want to have to make even the smallest dent in the present life-style (two snowmobiles, three, bathrooms, two cars and the most expensive cut of meat). Dr. MacDonald, Secretary, Department of Church in Society of the United Church of Canada who usually is in support of the NDP sees .Trudeau's philosophy as an invitation to dialogue which we ought to welcome. Dr. MacDonald also said, "what the Prime Minister; was saying in the December speech, and to which big labour and big business reacted in such a hyper-sensitive manner, . cannot be denied. We cannot go on demanding more and more without finding ourselves on a collision course." The Dr. also found it interesting that "the very day the Chairman of the Toronto Board of Trade was rebuking Mr. Trudeau and extolling the virtues of the free enterprise system, the same news told us of a tenement house fire in Montreal with the death of six children. Much of the slum housing in this nation is produced by the free enterprise system. Dr. MacDonald points out that Mr. Trudeau has issued an invitation to what could be creative dialogue. "I think we'd better get at it as a nation before it's too late - if it isn't now " ' , :-"- The fact cannot be denied, labour is selfish, business is Selfish and we as Canadian are selfish, we ride only our own band wagon providing it endears our own end. The fact that the gap is widening between the top twenty percent of our people who received 42.7 percent of the national income and the bottom twenty percent who received 3.9 percent in 1973 is not avsuccess story in humanitarian terms nor is it a concern of the business world or the labour front. This story could be repeated incident after incident. Government controls in the past have been a necessity for the free enterprise system to operate as it does in this nation. They will continue and possibly to a great degree if labour and business does not become more concerned about, the nation as a whole. « ■ Trudeau has demonstrated a statesmanship quality and a knowledge of the affairs of this nation. Now it is time for labour .and business to step Outside their ivory towers to take a look at the world about them. TIME TO CLEAR THË AIR It would seem that it is time for the Province of Ontario to clear the air over radon gas reports in the Town' of Port Hope. It has come to the point-that .the general public cannot determine if they are Listening to fact or fiction or even to what degree the gas is dhngerotis to health. ' One Separate School has been closed due to the gas ana a few homes, about four, have been reported to have been vacated. Reports also state that at least 30 locations in the town have readings, above average.- This is enough to arouse the concern of residents in the town and it would seem most logical that the Minister of Health issue a public statement to clear the air and to either make known any danger and its degree, if the danger* does exist or to issue a sta tement of no danger if that be the case. Mr. Miller, Minister Of Health, has been reported to say that as far as he is conpernéd there are no serious health problems in Port Hope due to the existance of the gas. This is not enough and a public statement by the Minister is needed, It may well be that this is something new to all concerned and if so this should be made public. Apparently a report is to be issued at the end of the month and it is hoped that this does come to be a fact. A BEAUTIFUL, BEAUTIFUL COUNTRY-SIDE Whether one enjoys winter or not it would be almost impossible to not enjoy the beauty of the country-side during the past week. Of course it was old man winter, ahd an old-fashioned old-man winter at that, that brought about the beauty that abounds over hill and dale. It is certainly a blanket of white that covers the land and has decorated both the deciduos and coniferous trees for miles around. It is a beauty to behold. 'Vrivriv-v " « ' ' : ' This was especially so atop the Oshawa Ski Hill on Sunday where acres upon acres of the country-side were in view. The air was clear and crisp and vision almost unlimited. We in Canada are most fortunate in climatic conditions that bring to us a round of tour seasons each with its special beauty and appeal. ' Doug Moffatt, MRP (Continued from page 1 ) that is going to create a lot of impact in 1976 is the notice that the Provincial Treasurer hasgiven to all municipalities and school boards that Provincial Provincial Grants are only going to increase by 8 per cent this year. In other words, the government has chosen to cut back its funding at local levels pretty drastically. Now I am sure you all agree that we must be extremely careful ' with government spending because we don't want to wind up increasing the Provincial debt beyond present levels. Unfortunately, Mr. McKeo- ugh's proposal overlooks the needs of various municipal agencies. Over the past few years tremendous changes have taken place in Regional Government to the point were more provincial funding is required - not less. To stay within the Treasurer's guidelines, guidelines, programs will have to be cut - programs in which we all share to a great extent. Or, we will have to raise money by increasing property taxes. And we all know how unfair property taxes are compared to general revenue which is contributed to by all residents of the Province, and not just the local property owners. It seems to me that we are being forced to save money for the Province at the expense of the municipalities. If things continue continue to increase In price as they have, we will find that it will be necessary to raise taxes just to stay where we are now - and that's a prospect that I don't look forward to. I would suggest that the Province is being a little bit arbitrary - more than a little bit arbitrary - in limiting grants to municipalities municipalities to 8 per cent at a time .when general inflation is • running between 10 per cent \and 12 per cent. Sjnce we can't cut back on all services, which services get cut? Do we want to see pensions decreased; larger school classes; fewer trips up and down the roads by snow ploughing equipment; or what ? Someone will have to make the decision and I don't envy the local municipal people their jobs during the coming year. I sincerely hope that the , Province sees fit to adjust the figures given out by the Provincial Treasurer. If this doesn't happen then I think that we all have a common cause to battle for. We must make adequate provisions for services, but at the same time we must do everything possible possible to ensure that local taxes either remain at their present levels, or a're reduced. On a happier note, I think we can look forward in the Orono area to a new arena" being started this year. I hope we will be able to raise part of the money locally and obtain half of the funds needed from Wintario. The arena will provide the type of facility that will be of use to everyone in the area.* It will be a community centre, an arena, and an addition to the fairgrounds property, which should benefit the fair as well. If we can raise part of the money required through local contributions from service clubs, various agencies and -individuals, the cost of the arena won't appear on the local tax bills. If we can't raise money locally then we are not eligible for Provincial funds and the entire cost of the project will have to be raised through local taxes. If we all co-operate we can build a fine facility and save local money. Still on the positive side, renovations on Highway 115 are being completed as the weather permits, and we may see the accident rate decrease even further. Since suggestions suggestions to put in proper turning lanes, elimination lanes and to alter the Speed limits' are being implemented, the number number of fatalities has been drasticly reduced. As work is completed I look forward to further reductions. One other item of good news for 1976 is that the Province is allowing each member of the legislature to have a constituency constituency office; properly set up and properly staffed ; open a regular number of hours each week instead of the present hit-and-miss situation. At the Wants support for airport 'Today, at the Regional Council meeting, Alderman John DeHart will introduce a motion that the Regional Municipality of Durham go on record as being in favour of building the Pickering Airport, Airport, »#•••••••*•••• present time each member has to attempt to fund and staff an office out of his own pocket! As a result a number of people with legitimate questions and complaints and problems havetrouble getting help and proper advice. As soon as the funds are available available to us, which should be early in February," I will be expanding the present services services of my office and that. should mean that the people of Durham East will be able to get the advice and assistance they need when they need it, and not a later date, as is often the case now. He believes that Council's decision should go on record so that direction \ Can be given to the responsible responsible Ministers at both the Provincial and Federal levels of government. * the support of the local Chambers of Commerce in the Durham Region as well as the Oshawa and District Labour Council and all other related trade unions in the Region have been obtained by Alderman DeHart. He will present his motion based on the fact that both immediate and future longterm longterm employment opportunities opportunities are needed in the area. The motion is also based on the need for a strongly related commercial and industrial versus residential assessment in order to keep Durham Region both economical and viable.
