2 - Orono Weekly Time, February 18, 1976 Main Street, Orono, Ontario, LOB 1M0 Phone 416-983-5301 Second Class Miâl Registration Number 6368 ■ Published every Wednesday at the office of Publication SUBSCRIPTION RATES Canada'$3.00 U.S.A.$5.50 NO EQUALITY OF OPPORTUNITY Many will remember the main thrust informing ctiunty boards of education. Over, and over again the général public were told that County system would bring about the opportunity to provide equal opportunity for all students in the area. We feel the formation of the county boards did just this and there has been equal opportunity for everyone. The Board of Education for Northumberland and Newcastle destroyed this feature of the system last Thursday when they approved the continuation of the present system of the french immersion classes and gave assurance that those classes which were in existance on September 1976 would continue until thp end of elementary schooling. The french immersion classes are not available to every child as is the rest of the curriculum or course of study. The fact that parents must find their own transportation to the classes for their children surely wipes out the majority of children. Not every family can afford two cars and even beyond this in many cases both parents work making it impossible to be on hand to run some ten or twenty miles to deliver their child to such classes. IJven if they can it is an added expense that miist be borne by the parents themselves and here again the principal of egual opportunity is out the door. ' Those who have supported french have spoken of great advantages for the students.. One cannot deny these advantages but being a board member and being so high in their praise of the french immersion course it would seem only logical that it should be available to every child in the school area. This however is not the case and we would suspect that attachment to the support of the course is more important than whether. every child has the same opportunity to grasp the benefits. Why should only those registered by September 1,1976 be assured of the course throughout public school. What about those children that enrol in later years surely theii education is equally as important. It is surprising that the majority of the board is expanding courses when restraints are in effect and when they are talking of possible educational costs ranging at least at thirty percent. And further the large proportion of taxpayers with children are paying for a service they could not use. Adding injury to insult the selected few students in the french immersion course during the first year of the program double the cost of their education as they attend both french and english conducted kindergartens. Perhaps those receiving the benefits should pay that extra cost and as the program is so terrific there should be little doubt that they would be pleased to do so. The board surely needed to make a decision but the decision they did make was against all the principals of equal opportunity. Letters to the editor Dear Roy: I see by Mr. Lyall's letter last week he still likes to criticize and throw insults but does not check his facts. The people parking on Orono streets overnight are not 1 doing anything illegal. Bv- LawTtoT 3 passed January 22, 1971 states that there shall be no parking on any street in the Village between the hours of 6 a.m. and 8 a.m. from March 15 till April 1. The rest of the day regular parking laws are in effect and proper enforcement enforcement would correct any infractions. Furthermore snow snow removal in past years was never any problem as we used good local. help and had excellent co-operation from the residents. I don't believe anyone in Orono has the brains of gnats but I sometimes sometimes question our councillor's councillor's after listening to some of his remarks and comments. It becomes rather monatonus each week to read, Lyall against, Lyall opposed, Lyall not in favour of. Is there anything Mr. Lyall is in favour of? I know he preaches taxes will go up, but they are going up anyway and what people are upset about is that we are not getting anything for the extra cost. Blaming the people for things not getting done is only an excuse for lack of interest and leadership by the people elected to do the job. Maybe if Mr. Lyall learned to get along with people instead of setting himself above everyone he might be surprised by the €asan<|ra's Corner POLITICKING With municipal elections coming up in the fall we can expect an upsurge of "politicking" and jockeying for position from our local councillors. Some issues however, in my opinion, are much too serious to be used as mere election topics. For example the Darlington Nuclear Station, a Development Plan for this area and the dumping of nuclear waste a few miles down the road, have input into the future well-being of this community, The present administration is charged to' examine (hese issue?, to reason together and to arrive at solutions and courses of action which will engender the maximum benefits for the maximum number of residents. If there is not time, betweën now and the November elections, to gatner all the facts, debate them and arrive at reasonable answers, then WAIT, at least some of you will be re-elècted and can try again for equitable solutions. Also in the months ahead, hopefully, we will not be subjected to "kindergarten politics" of th-ï irk --- "He did it, I didn't" or "I voted NO on all those issues," or "I wasn't there when that subject' cam up". Collectively members of any level of government are responsable for the actions and judgements of that government. government. Maybe regional government is not all itoshould be, but it is barely weaned yet and could do with all the help it can get to make it a tolerant, human, viable element in our society. Please don't bitch and pass the buck, gent! men, we have very few bucks left to give and "if you are not part of the solution, then you aye part of the problem". TV, YOU, ME AND THE GOVERNMENT The Ontario Royal Commission investigating investigating "Violence in the Media" at worst, is a preliminary board of censorship and, at best, a braking mechanism to forestall the prolifération of TV shows, newspapers and magazines Which use violence to gain attention. I am opposed (violently) to any group of people, regardless of how well meaning, deciding what I should watch or hot watch on TV or read in national newspapers and magazines. On every TV stet there are two ingenious little knobs, the first changes the channel so that I can switch from murder and mayhem on Channel C to fatuous "Ring of Kensington" on Channel 5 and the second knob, well, with it I can switch the damm thing off. What more regulation or censorship is required????? Similarly one has the option of avoiding 1 newspaper reports of gruèsome murders, wars, riots and other acts of human folly and only to read the funny pages, the stock market reports (if your heart is strong enough) and Margaret Trudeau's songs. At every hearing held by Judy La Marsh and her Royal Commissioners they have been presented with briefs complaining about the violence on children's TV shows, comics and magazines. Surely it is the duty of all parents, and NOT a government, to limit the duration and type of TV show watched by their children. If parents use the TV set as a babysitting device then they are to blame if a kid sees a surfeit of violence. If nobody watches crummy programmes programmes and no one buys stupid comics lurid newspapers or bloodthirsty magazines ■they will all curl up and blow away. co-operation he might get at all levels. The neonle in Orono and The Town of Newcastle deserve representatives that not only work for-the people but also with them. I don't think we are getting it. Mr. Lyall may be fine for those who like controversy but this doesn't necessarily get good government. As for his criticism criticism of Mayor Rickard, although I do not always tend to agree with everything the Mavor does, I do feel he is making an honest attempt to do the job that people elected him for. Others might do well to follow his example. If this letter sounds rather critical it is because I have seen Orono Trustees in past years set high standards for the Village and I hate to see it go downhill. Example, the burned burned out store that has been an eyesore for two years and no action. People should complain complain if they are not satisfied if they have any pride in where they live, and I know the people of Orono do. Labour opposing harbour in second marsh The Oshawa and District Labour council will oppose the (development of a harbour at the séeond marsh, east of Oshawa city. The labour council last weçk went op record as opposing use of the marsh after listening to Dennis Barry of the Oshawa Naturalists' Naturalists' Club. , Mr, Barçy told the council local businesses would benefit should the boundaries of Darlington Park be pushed west-ward to include the Beaton Farm and Second Marsh and Should an entrance be opened to OShawa. Development of a harbour at the site would not necessarily necessarily provide more work for local people, he argued. O.P.P.
