Any person may within fourteen (14) days after the date of this Notice send by registered mail or deliver to the Clerk of the Town of Newcastle notice of his objection to approval of the said by-law together with a statement of the grounds of such objection. Any person wishing to support the application for approval of the by-law may within fourteen (14) days after the date of this notice send by registered mail or delivër to the Clerk of the Town of Newcastle notice of his support oif approval of the said by-law together with a request for notice of any hearing that may be held giving the name and address to which sych notice should be given. • The Ontario Municiapl Board may approve of the said by-law but before doing so it may appoint a time and place when any objection to the by-law will be considered. Notice of any Hearing that may be held will be given only to persons who have filed an objection or notice of support, and who have left with or delivered to the Clerk undersigned the address to which notice of hearing is to be sent. Clerk Town of Newcastle 40 Temperance Street Bowmanville, Ontario • L1C3A6 EXPLANATORY NOTE The intent and purpose of By-law 75-93 is to establish a Zone within the Township of Darlington Zoning By-law where Tourist Camps may be permitted and to permit land comprising part of lot 5, concession 10, Darlington to be used for purposes of a Tourist Camp. The By-law also establishes the permitted uses requirements and restrictions with regard to land used for the purpose of Tourist Camps. THE CORPORATION OF THE TOWN OF NEWCASTLE By-law Number 75-93 Being a by-law to amend Zoning By-law Number 2111 „ • of the former Township of Darlington WHEREAS the Council of the Corporation of the Town of Newcastle deems it adviseable to permit the use of certain land in the Township of Darlington for the purposes of a tourist camp ; NOW THEREFORE, the Municipal Council of the Corporation of the Town of Newcastle hereby ENACTS as follows : 1. Section 2 of By-law 2111 of the former Township of Darlington is hereby amended by adding after sub-section (b) thereof the following sub-section (b)(a). (b) (a) "CAMP LOT" means a parcel of land within a tourist camp occupied by a tent, a tourist vehicle or a tourist trailer. 2. Section 2 of By-law 2111 of the former Township of Darlington is hereby amended by adding after sub-section (z)(f) thereof the following subsection subsection (z)(f) (a): (z) (f) (a) "TOURIST CAMP" means any parcel of land which is used to provide accommodation for the public or members of an organization in tents, tourist trailers, or tourist vehicles whether or not a fee is charged or paid for such accommodation. 3. By-law 2111 of the former Township of Darlington is hereby amended by adding the following Section 11D : SECTION 11D: TOURIST CAMP (TC) ZONE (1) USES PERMITTED No person shall within any Tourist Camp (TC) Zone use any lot or erect, alter or use any building or structure for any purpose except one or more of the following TC uses,namely: ' (a) RESIDENTIAL USE§: - a tourist camn (b) NON-RESIDÉNTIAL USES : • recreational uses serving the occupants of a tourist camp (2) ZONE PROVISIONS No person shall within any Tourist Canip (TC) Zone use any lot or camp lot or erect, alter or use any building or structure except in accordance with the following provisions : . * (a) CAMP LOT AREAS (minima) : (i) a tourist trailer - 2,200 square feet (ii) a tourist vehicle - 2,200 square feet (b) CAMP LOT FRONTAGE (minimum) : - 25 feet (c) SET BACKS ON CAMP LOTS (minima) : No tent, tourist trailer or tourist vehicle shall be placed closer than 20 feet to any driveway nor closer than 10 feet to the limits of any camp lot. (d) LOCATION OF CAMP LOTS (minima) : No part of any camp lot shall be located closer than 50 feet to any public road nor 100 feet from any residential use on another property. (e) LOCATION OF BUIIyDINGS: , No building shall be located closer than 50 feet to any public road, nor 100 feet from any residential use on another property. U) LANDSCAPED OPEfr SPACE (minimum) - 30% (g) ACCESS All Tourist Camps that provide accommodation to the public, as opposed to members of an organization, shall have direct access on to a Class A Public Street. (h) ACCESSORY USES, PARKING ETC. In accordance with the provisions of Section 4 hereof. (i) EXCEPTION: Notwithstanding any provisions of Section 4(f) to the contrary a building Which is accessory to any permitted use in the Tourist Camp (TC) Zone may be erected within the Zone whether or not the lot upon which the building is located fronts upon a Class A Public Street which .has been opened and which has a width of 66 feet or more. 4. Section 3(a)(i) of By-law. 2111 of the former Township of Darlington is hereby amended by adding after the words "Zone D Deferred Development" the words "Zone TC Tourist Camp" ; . 5. Key Map 5 of "Schedule A" to By-law 2111 of the former Township of Darlington Darlington is hereby arpended by changing to TC the zone designation of the lands indicated "ZONE CHANGE TO TC" on the attached Schedule 'X' hereto; 6. This By-law shall come into effect on the day it is passed by Council subject to the approval of the Ontario Municipal Board. Mcllroy, Clerk Orono ' Weekly Times, February 25, 1976 -5 Encephalitis a threat to durham region St. Louis Encephalitis-a mosquito borne disease--.that killed four Ontario people last summer, is a threat to the Toronto area this year. This information was released at a meeting of the Durham Region Region Board of Health held Thursday. According to Councillor Kenneth Kenneth E. Lyall, a member of the Durham Board, there were no reported cases of encephalitis in Durham last summer and there is no particulr reason to believe that there will be cases this summer. Lyall stated in a news release over the weekend "There can be no guarantee that cases will not develop and the Durham Board of Health has recommended that the matter of a mosquito spraying program program receive broad consideration consideration from elected officials, representatives from the Ontario Ontario Ministry of the Environment Environment and members of the Board of Health here in the Region of Durham. The virus of St. Louis Encephalitis, which infects the brain, is spread from it isource to man by the culex mosquito. It is primarily a bird-mosquito infection and • man becomes accidentally involved when he is bitten by an infected mosquito. The disease is not transmissible from man to man. Danger of the infection being spread is increase when the number or culex mosquitos mosquitos rises and this depends on weather conditions in./May, June and through the sum- imer.. The practical control of the disease carrying mosquito larvae n stagnant and ponding waters. The Ontario Ministry of Health is advising those» municipalities-having one or more cases of St. Louis Encephalitis last summer to undertake spraying pro-, grams. Toronto had 2 cases. North York 1, Windsor 50, Niagara 6, Lambton 4, Hamilton 2 and Kent l. Four persons whose deaths were confirmed of dying from the disease were from '45 years old to 74 years old. . ' According to a statement made by Dr. Gordon K. Martin, executive director of Ontario's Ministry of Health, at a special meeting at Queen's Park for medical officers of health, last summer summer was the first time that St. Louis Encephalitis struck Ontario Ontario on such a large scale. Dr Martin stated the suspect ed cause was an increase in the number of disease-bearing disease-bearing mosquitos which throved on record high temperatures .and ferquent rainstorms. Councillor Lyall in conclusion conclusion stated that "I will be bringing this important matter matter Up at the next Town of Newcastle Council meeting to see what steps can be taken on th'e level of our Town."
