He also said all municipalities had moved to lot levies and he felt it did not affect the final price of the house. He said his first concern was for those people , who now live in the Town and they could not be expected to pay for new development. He also said the lot levies under consideration were less than those in other centres. Counc. Hobbs also expressed expressed the view that the lot levies did not increase the cost of housing. He pointed but that new homes are resold at substantial increases by fhe first owner and that this has nothing to do with the builder or developer. Counc. Lyall said they chase all developers out and i put a freeze on residential development until such time as the Town had gained more ndustrial and commercial assessment to carry the load of financing. Councillor Hobbs again stated stated that every time you try to give chepaer housing the general. people walk in to speculate and often make more than the developer or the builder. Councillor Cowmans motion motion to table the report was defeated. Counc. Entwisle then proposed proposed a reduced schedule of rates reducing the $1500 mark to $1000, the $1200 amount to $800, the $1000 charge to $600 •and the $500 to $350 as an amendment to the motion. This did not gain a seconder with the result that the motion was put, to council. Councillors Hobbs, Tink and Allin voted in favour of the motion while councillors Entwisle, Cowman and Lyall voted against the motion.
