Queen's Pa rk Repor t The whole question of waste disposal from'Eldorado Nuclear Nuclear Ltd. is now of concern to all Ontario residents, not only those in the Port Hope area. ' Two weeks ago, I asked George Herr, Ontario Minister.of Minister.of the Environment, to intervene to ensure that a site is found quickly in view of the fact that the permit to use the Port Granby dump expires June 30. Mr. Kerr indicated that a committee to find a site had been formed under the chairmanship chairmanship of his deputy minister. minister. It includes representatives representatives from Eldorado, AECB, the federal ministries and the provincial ministry of health. Yesterday I again asked Mr. Kerr to intervene. He stated that progress has been made in that an estimate of the cost of the clean-up is now available-roughly a million and a half dollars. However, the Site problem now looms larger than ever. Being somewhat cycnical about the AECB, I pressed Mr, Kerr to give me a commitment that, if the company and AECB failed to pursue this search vigorously in the hope of panicking some hapless municipality into providing providing a disposal site, he would designate a site on the part of the province. This he was not prepared to do. Juris- dictionally, unfortunately, the weight of responsibility for finding a site appears to rest with AECB. The Minister emphasized that 1 the site need not be in Ontario. Presumably the committee will bear that in mind ivhen it presents site suggestions on June 1st, its deadline date. Whpn I got back to my office in the North Wing after , this exchange, I found waiting waiting for me a copy of the James F. MacLaren Ltd. report on thé clean-up done • for AECB. ' The engineers state that, because time is a critical 'factor, privately-owned land is out of the question. Expropriation Expropriation takes too long. Confining Confining themselves, then, to Crown lands Within a 50 mile radius of Port Hope, the only solution they find is to expand the Welcome and Port Granby Granby sites. As we have seen, this solution is not acceptable to the community. The Minister is now seriously seriously considering crown sites across Canada, particularly former armed forces bases. We exchanged notes on May 28 and he indicated that there are in fact many federally- owned sites which would be acceptable. In this context 1 suggested White Plains, Alberta, Alberta, to him as it is currently a waste disposal area. My feeling is that time is very, very short and we have to use all the power the Province can muster in terms both of expertise and legal authority to fight federal inertia. Last week we issued a report on tests made on Rainbow trout at the Port Hope Fishway in 1975. This report is certainly well outdated outdated by a new report issued last week concerning recent testing of rainbows helped through the fishway at Port Hope. The recent report shows dangerous levels of polychlorinated polychlorinated biphenyls or PCBs as the chemical count is called. This report contains similar information as found in a Duffin Creek survey in Ajax. Although no report has been received on testing of fish in the Wilmot it could be determined that the Rainbow in the Wilmot is similarly affected by this contaminent. The acceptable Canadian standard for edibility is two parts per million of PCB and of the 50 rainbow trout tested at the Ganaraska Fishway four were found to be contaminated. contaminated. T Robert Beecher, fish and wildlife supervisor for the ministry of natural resources, older, larger fish were more likely to have high PCB counts because they accumulate accumulate more of the chemical as they increase their mass in feeding. However , the average fisherman fisherman probably wouldn't be able to tell the age of trout without a set of age Scales, he said, and in thé case of the Ganaraska tests the exception exception to the rule was apparent. The smallest fish tested bad the highest PCB count, something something which indicated it simply came from a 'bad area'. , ' On an average a five pound fish wouldn't contain a dangerous dangerous amount of PCB's according to the ministry, but a larger, 12-pounder might. TESTS Testing is presently being done on all fish in the Ganaraska River and the ministry is awaiting the results, of tests done, on the fish of the Port Hope area. Mr. Beecher advised that fishermen should think twice about eating the whoppers they catch and. eat the smaller fish only once a week. Pregnant women shouldn't ■ eat the fish at all, since PCB has an alarming effect on fetus growth. Like DDT, an insecticide in zommon use at one time, it was found that PCB doesn't breakdown as do most chemicals chemicals once they're ingested. Instead they accumulate in the fish and reach a 'point, where they are a danger to any other animal eating the fish. PCB poisoning in humans produces skin eruptions, vomiting, vomiting, inflamed eyes and palsy and has been found to cause cancer in laboratory animals. The ministry has endeavored endeavored to, get a full picture of the amount of PCB in fish by Hearing Loss is not a Sign of Old Âge Montreal--A free offer of special interest to those who hear but do not understand understand words has been announced by Beltone.
