Best, Secretary, Planning Advisory Committee Town, of Newcastle REGRES SIVE STEP .Various proposals by the local area NDP members regarding Regional Government Government would only place the area back to the days of the County level of government. It would be a regressive step. It appears somewhat fashionable fashionable to be critical of regional government and to claim the fact that it has been. a costly venture. But this may well not be the case. Certainly it cannot be an off-the-cuff claim. It would take considerable considerable study by well qualified financial experts to establish the facts as they may exist. The politician finds the regional system of govern- -ment an easy target for attack for he can generally gain a s'upportive audience which in many cases are not that well informed just what is regional and what is not. It would appear that the NDP group would like to see the upper tier of government stripped of some of its power and that this be turned over to the municipal level of government. But surely such items as water, sewers and garbage disposal can be much better handled over a larger system. The group does agree however to the fact that planning should be entirely a regional function. This being the case and due to the fact that shared services are an integral part of planning they also should be in the hands of the region. Such would reduce conflict between planning and services and place all control for development in a single authority. We need no more fragmentation. fragmentation. (NDP Durham East) labelled parts of the Ontario Marriage Act discriminatory during committee committee debate here Thursday. He said a 16 or 17 year old Bowmanville girl's marriage certificate was held up because because her father tv as not in town to sign the document. He was away on a business trip. "Is this not discriminatory? Surely the Act should read either mother, father or guardian can sign," Mr. Moffatt said. , Both Consumer and Commercial Commercial Relations Minis tèr Sidney Handleman and Deputy, Deputy, Register H.F . Humphries said they had never encountered encountered such à problem before. Mr. Humphries said the act covers a mother or guardian signing if the father is dead of living apart, but not if he was just away on business. He said he would look into it further.
