4--Orono Weekly Times, Wednesday, July 28th, 1976 Council hassles over procedure On Monday afternoon procedure procedure Became a sticky matter for council of the Town qf Newcastle when bids were being made concerning planning proposals which were omitted from the ' Regional Regional Official Plan. The official plan gained approval from Regional council on Wednesday of last week. At the Monday meeting Planning Director for the Town of Newcastle, George Howden, stated that changes were being proposed to this council before the ink was dry on the Regional plan. Council was first approached approached by J. C. Stephenson, concerning the designation of property in lots 31 and 32 in Clarke. His proposals were not met in the official plan and he sought change in accord with his recommendations. recommendations. At this time council gave considerable discussion over where the matter should be directed. * Following the presentation by Mr. Stephenson, Mr. E. R. lovekin spoke to council on a similar matter concerning property owned by Mr. Maurice Maurice Pedwell and anothèr party in the south of the Township of Clarke. Mr. Lovekin stated that in his opinion the regional council had not dealt with the request to have the property designated residential residential and that becuase of this lack of a decision he felt the matter was still open. The property concerned is south of the third line just west of Highway 115. At the present time development Has been almost completed on the east side of the side roa'd. The property under consideration consideration is the west side of the road' where no residential development now exists. Counc. Entwisle stated he was in favour of developing the west side of the road as he considered it feasible to have revenue from both sides of the road. Mr, Lovekin again stated he had made the presentation to the regional council but as far as he knew it was not considered. Mayor Rickard said that the proposal was considered by the planning committee of the region but that it gained very little support. He said this type of development was not being encouraged by the Region either in Newcastle oi; in other areas of the Region. He said that the committee took no action to either include the proposal in the plan or to leave it out. Mr. Lovekin asked if it could not be, included in the Town's District Plan?. Counc. Entwisle said it would be at least two years before that plan is approved. He pointed out that first the regional official plan had to gain approval and which time the Town must then adopt zoning by-laws. After all this consideration consideration could be given to the Town District Plan At this point Counc. Entwisle Entwisle moved that the application application be approved. Mayor Rickard opening the procedural procedural hassle said he would rule that„ such a matter would have to be in the form of a notice of motion to come before council at their next meeting. He felt that more study should first be undertaken before any such actjon was taken. Counc. Cowman then" asked who was to rule when a notice of motion was required. Counc. The lightning apparently struck a feeder line near Bowmanville and caused the failure which occured about 7 a.m,, today, the spokesman said. In some areas, the power was restored by 10 a.m., but in others it was off as late as which would allow the Mayor to make such a decision. "I will second the motion", said Counc. Hobbs. Counc. "I am", stated Mayor Rickard. Counc. Entwisle then stated he was challenging the chair on a point of principal and asked council to forget the content of the motion as he would after the vote have the matter tabled. Mayor Rickard said he had no problem with the proposal from Mr. Lovekin but said he would rather not have to accept the motion. "I am asking council if they wish to deal with this motion", said the Mayor. Counc. Entwisle then pointed out, "That isn't the way it is". "I rule the motion out of order," stated the Mayor. In the vote the Mayor was over-ruled 4-2. At this point Counc. Entwisle moved the proposal of Mr. Lovekin be tabled which motion passed. THEY LAUGH AND JOKE AND L/FE/S SWELL...
