2 Orono Weekly Times, Wednesday, September 15th, 1976 Second Class Mail Registration Number 6368 Published every Wednesday at the Office of Publication . ' ' Main Street, Orono, Ontario Phone 983-5310 . 1 Editor - Roy Ç. Forrester Advertising Manager - Rick Paterson CONGRATULATIONS 1 ' Congratulations are again in order to the Durham Central Agricultural Society who last week presented another fine feature in the annual exhibition held in Orono. ■ . Needless to say it takes the efforts of many individuals in one way or another to put the show on the road., One may find many reasons for those who give of their time but no matter what it is the end result comes to view during the course of the two and-a half days of the fair., The fair was a success and some new promotions have opened the door for better things to come in the future. Again congratulations for a job well done. A LACK OF POLICY - ' The fact that the Town of Newcastle can on one hand support financially to the tune of $1000.00 a history book, 'A Place Called Solina" and on the other hand have doubts of similar publication in the same municipality, "Out of the Mists", is a clear indication of a lack of policy by the governing body. The Mayor's explanation that one was promoted by an independent library in the Town while the other by individual residents lacks sufficient substance for the apparent judgement by council members either in committee or on council. It has been stated that some of the proceeds after the cost of publishing have been met for "Out of the Mist" will be turned over to the Clarke Museum Board. Surely this would put it in the same category as the Solina book. The difference of attitude over the two books is not surprising for council has not in numerous cases set policy in their dealings. Even when there is policy it is soon forgotten and each item of business is almost solely judged in the light of itself. This only results in a mish-mash of decisions which can be referred overnight depending on who is making the request and how the request is made. The lack of policy can only lead to unfair judgements. The school board when in its formative years were quick to establish policy and this policy has resulted in a fair line of judgement in the majority of case. Why could not the Town take a sheet from the Board at this time. HAZY DECISION Continued "from Page 1 When it was noted to Mayor Rickard that council had purchased a $1,000 worth of Solina history books he stated the difference was in'that it was the Solina Library that sponsored the book as. a means of making money for the library in Solina and thus a grant from the Town was provided. He said in the case of the Olarkp book the project was promoted by individuals. Coune, Lyall said the action artists ; taking part in the annual competition. of the committee was disgraceful disgraceful to authorize the purchase of six books and then to send letters of congratulations to the two writers, Helen Schmid and S. B. Rutherford. Council set precedent when they purchased purchased $1000 worth of the Solina books, he said, and should thus follow the-same procedure with the book Out of the Mists. "We set a precedent in sending gifts to those connected with the municipality, building inspectors, inspectors, firemen, when they retire and it is carried out, he said. No doubt the recommendation recommendation will pome befbre council at the next meeting as a recommendation from, the committee... Buiidmg a House?' ■ or remodelling youf present one?
