ï-Orono Weekly Times, Wednesday, November 3rd, 1976 Orono horticu Itu re fall flower show Works Commissioner Bob Richardson was selected by regional council as Durham Region's new chief administrative administrative officer Wednesday, after a three-hour closed session, despite the opposition of 11 councillors. Mr. Richardson, 50, will replace Bill Manning, who is retiring from the chief administrative administrative officer's post Dec. 1. Regional Chairman Walter Beatri could be heard by reporters outside the council chambers banging on his gavel, apparently to restore order in the closed session. A source told a reporter while the debate was still in progress there was a lot of opposition to the nomination. That opposition was reflected reflected shortly after the chamber doors were open again when 11 councillors voted against Mr. Richardson being given the position. There were'17 councillors in favor of the appointment. Mr. Richardson's name had been unanimously recommended recommended to council by the management committee. Allan Pilkey (Osh- awa) started the open session discussion by saying he was opposed to the recommendation. recommendation. He noted there was a bad split on council and said that this was hardly a good way for Mr. Richardson to start the job. Coun. Pilkey said he thought the recommendation could be left for the new regional council to. handle following the Dec. 6 municipal municipal election. Coun. Ren Lyall (Newcastle) (Newcastle) refused to support the recommendation because the council authorized a management management consultant to be paid up to $12,000 to help to choose a new chief administrative officer, and it had ended up at ' "square A." He was referring to the fact Mr. Richardson has been a regional employee since the region was formed. A source said Coun. Lyall moved during the closed session to have the chief adminstrative officer's job abolished, but that suggestion was tabled. Coun. Lyall said in an interview after the meeting there was no' reason why the new regional chairman could not also handle the job of the chief administrative officer. This would save $40,000 a year, he said referring to the salary council set for the position. Coun. Alan Dewar, chairman chairman of the management committee, said he had hoped members of council would have known better than to make some of the comments made at the open session. Coun. Dewar described Mr. Richardson's qualifications as*"pre-eminent in his field." Wants water approval to the Social Services Services Commissioner, Doug Johns to price land suitable for the construction of a new home-for-the-aged in Oshawa Mr. Johns, due to waiting list at the present three homes, would like to see a fourth constructed in the east end of the city. It has been reported that there is a waiting list, of 250 in the ' Oshawa area.
