1000 sign petition over increased property taxes OTTAWA and Small Business Minirplants an answer By KENNETH McDONALD Intermediate technology is concerned with designing the implements which smaller smaller communities can use to achieve self-sufficiency by developing developing their own resources. 0 • • Some of the devices in use in less developed countries could well have application to parts of Canada. Many are for use in agriculture. We have grown so accustomed accustomed to a food surplus produced produced by abput five percent of the work force that we forget how much it depends on petroleum-based fertilizers, fertilizers, fungicides, pesticides and insecticides and a high degree of mechanization. It . .as beèn calculated that if the West, using its present methods, were to supply the' rest of the world with food, it would exhaust known" reserves reserves of fossil fuels in 30 years. # 0 • At present, we do not really really know whether these chemicals chemicals present a danger to life on earth. But based on the growing shortages of fossil - fuels alone, small-scale organic organic farming is due for a rival. An example of intermedi-. ate technology is a portable, hand-operated planter for grains which opens furrows fpr seed whether the land is plqwed or unplowed. Simple, capital- and energy-cheap, it meters the desired amount of grain, from its hopper and delivers the seed to the open furrow. In Ghana, brickworks are being built to fit the needs of small communities. A typical operation produces 10,000 bricks per weekand employs 26 men from the village. The ' only import needed for one of these brickworks is a 10 hp diesel which drives the clay mixer. No electrical power is used. 0 0 0, These examples of intermediate intermediate technology show what is being done to help the less developed countries help themselves without the need for expensive imports of fuel and capital goods. 0' 0 0 An Institute for Appropriate Appropriate Technology is being established established in Montana and the ' Canadian* Federation of Independent Independent Business believes Canada should have one also. Its purpose would be to serve as a gathering point for all the knowledge being developed around the world in intermediate intermediate technology. 0 ' V 0 Our present technology is so complicated and so expensive expensive that it determines the whole structure of our society. The way out from the big institutions and the * forces of centralization is to develop a capacity to build mini-plants suitable for the less populated regions of Eastern .and Western Canada. Mr. Moffatt stated he has already endeavoured endeavoured to present the letters to the premier but was unable to do so as it did not fit within the rules of procedure. The form letters ask why residents of the less urban sections of Durham "pay approximately the same tax dollars as residents of Osh- awa" yet lack the same services. "We are without sewers, a water system, sidewalks, street lights, or paved roads - fire protection is by volunteer response, and police protection protection is provided by the Ontarip Provincial Police," the letter reads. "Weekly garbage pick-up costs the householder $3 per month in addition to his tax bill," it said. The letter asks why taxes will increase next year when there will be no increase in services. The letter suggests the tax increase will be 30 to 50 per cent. "If our taxation rate is allowed to escalate at the present rate, but our wages are controlled, how then are we expected, to keep pace," Orono Weekly Times, Wednesday, November 24th, 1976--9 the letter asks. : * Mr. Moffatt, who admits agitation oyer regional government government helped contribute to his ,1975 election victory, said the basic problem is that Durham "can't afford a Metro Toronto-style government." government." While the NDP's suggested revisions to regional government government aren't perfect, he said,: "if we can just tear down the duplication of services it can reduce taxes as much as 20 per cent.
