Lawrence elected co m m ittee chairman The first test of a new . challenge - the chairmanship " , of the standing Commons , committee on public accounts , - begins Monday for MP Allan -, Lawrence (PC-Northumber- , land-Durham) Mr. Lawrence was unanim- ously elected chairman of the committee at an organizational organizational meeting this week continuing the tradition that it be directed by an opposition MP. "It's a field in which I haven't had very much experience experience at all," Mr. Lawréncé ' admitted in an interview Friday. "It's going to be a 1 challenge." "I want to do everything I can to uplift the work of that committee. It should be Che most significant committee of the house," The former Ontario Cabinet Minister said that in' thé past the committee "hasn't had the time for the thoroughness" thoroughness" required in its job of scrutinizing federal expend-" itures and reviewing the annual report of the auditor- general. Mr. Lawrence hopes to establish the practice of increased subcommittee sessions sessions and plans to discuss other procedural changes ith committee members. The first innovation will occur Monday when the committee holds a special meeting to hear Auditor-General Auditor-General J.J. MacDonell discuss his annual report to be tabled in the Commons that day by Finance Minister Donald MacDonald. * The new chairman considers considers it significant that Mr. MacDonell's first public com-, ments on his report will be made to the committee because because this "should emphasize "' everyone that the auditor- j ' v neral's responsibility is to the members of Parliament, and not to the government. , In another departure from tradition, the committee has also agreed that Mr, MacDonell MacDonell should arrange for an advance release of his report to the media and comrfiittee members on an embargo basis. The move is designed to allow a more informed imr -tjate reaction to • the r «k_ Mr. Lawrence, who turned 51 Nov. 8, predicted Monday's report will be "one of the most comprehensive ,we've ever had from an auditor- general." Though the comrriittee chairman traditionally assumes assumes a non-partisan role, Mr. Lawrence wants to give the job a higher profile. \ "The thing I'm going to have the most problem with is trying to curb my partiality here - I'm going to be walking a tightrope in that sense," Mr. Lawrence, who has been the official tory spokesman spokesman on consumer and corporate corporate affairs and interprovinc- . ial relations in the past, said the neÿ post should not hamper his effectiveness in the commons. "I don't intend being quiet t ny means," he said. "Arcing chairman of a nonpartisan nonpartisan committee is the , thing but that certainly won't stifle me in the house or anywhere else. I think I'm quite capable of wearing two hats. I don't foresee any .problem there." Mr. Lawrence said he did not seek the position but was asked by Tory Joe Clark to assume it. The post has been vacant since Lloyd Crouse (PC-South Shore) of Nova Scotia resigned resigned earlier this year to once again become the party's fisheries spokesman. Costly to move Eldorado north If the Federal government wants Eldorado Nuclear Ltd. to locate its proposed plant in Northern Ontario instead of at Port Granby "then let 'them get off their rear ends and say so," provincial Res- - ounces Development Secretary Secretary Donald Irvine told the legislature Thursday. Eldorado is a Crown corporation corporation and the federal government government can order it north if it wants to, he said. Mr-. Irvine's comment was made during a heated discussion discussion initiated by Liberal leader Stuart Smith, who ' wanted Ontario to reqùest Ottawa to give a joint provincial-federal regional development (DREE) grant to entice. Eldorado to the north shore of Lake Huron. But Mr. Irvine said federal authorities "have not indicated indicated at all" that they are willing to go north. "I don't think the Ontario government can tell a federal Crown corperation where to go even though we might want to," he added. Current estimates are it could cost as much as $40 million more to locate in the north rather than Port Granby. Granby. MPP Doug Moffatt (NDP- Durham East) asked if economic economic considerations were the sole criteria being considered in whether or not Port Granby would be Eldorado's choice. Mr, Irvine replied that it was one of two prime considerations, considerations, thè other being the question of disposal of the waste. He understood that Newcastle Newcastle council would approve the site only on condition that there is a disposal area and new building constructed on another section of land that Eldorado has just bought. Newcastle council has turned the issue over to Durham Region. Mr. Smith urged that Ontario Ontario push Ottawa to locate the plant in the north: But Premier William Davis said Ontario shouldn't have to shell out a lot of "taxpayers' money for an area where the federal government has total responsibility." The Staff and Students of Clarke High School cordially invite you to attend their Fourteenth annual Commencement to be held this year in the PINES SENIOR PUBLIC SCHOOL AUDITORIUM , on Sat., Nov. 27th at 8:00 p.m. He urged Mr. Smith to join him in telling Ottawa - "You fellows need to locate this, for heaven's sake, for once pay the bills for it." MPP Jim Foulds (NDP- Port Arthur) suggested that plant be built in the north but that thé waste be shipped south.
