He asked that a member of council from the Ward in which the halls were located attend with him during these inspections. On a unanimous vote of the committee this section was deleted from the report. In its place the committee recommended recommended that all community hall boards be written asking that a committee of council and staff be given the opportunity to visit their halls and acquaint themselves with their operation. Mayor Rickard said that the various hall boards operate operate on a voluntary basis with two members of council and that some of these boards may feel that council was infringing on their responsibilities responsibilities and thus would become upsét over the inspection as recommended by the Town Manager, He also pointed out that a number of the boards do operate on limited resources resources and could well suggest that the Town takes over the operations of the halls. The Town Manager agrèed with the comments of the Inspection Panel as to the condition of the Police and Fire Building in Bowmanville and stated that during his inspection that it Was apparent apparent that certain sectiôns of the building had not been cleaned for a couple of weeks. He also pointed out the Tqwn was responsible for the conditions conditions and safety in their public buildings. He also said that he was responsible for- the safety factors within these buildings and that as far as he knew there was not a proper inspection conducted within the buildings the past ten years. "If you have to tread on some toes, so be it," he said. The safety and operation operation of these halls are the responsibility of this council and the council is responsible to all the ratepayers iij the Town. The committëè deleted the paragraph in that the .Town Manager would carry on with his inspection of Town owned buildings outside of the Town, of Bowmanville. The Orono Town Hall Board of Management met last week to discuss operation of the Orono Town Hall with Stirling Mather,, chairman, handling the meeting. A list of six objectives were approved for the hall with some recommending some improvements to the facilities in the hall. The Board feels the hall should serve the community needs but first ' some . changes need to be made as to facilities at the hall. The , Board is hopeful of providing new washroom facilities facilities in the basement of the hall. They also want to see stacking tables included in facilities available at the hall. There is a need, stated the report, for a caretaker for the hall who would take bookings as well as cleaning both before and after all functions. The Board felt that heating costs Were rather high but could be reduced considerably considerably through proper management management at the hall. The Board also intends to have, a Community Club . Room' for all Senior Citizens to which Mr. Carlos Tamblyn said he, would organize for such a venture. It was said ,'that an annual fee for a senior citizen to have use of the room would be five dollars. At the close of the meeting Mr. Tamblyni was given the auth- .orfty to start a Senior Citizens club making use of the south room in the hall. Mr. Bill Hulsman of R.R. 2 Orono met with the. Board to discuss the .possibility of 'renting the upstairs of the hall on an annual basis. He said he would place eight booths in the hall which would be removable. His proposal would be to use the booths for the sale of crafts.and other items not now sold in the business section of the Town. Mr. Hulsman said there Would have to be some improvements to the building for to attract people to the hall the building would have to be attractive. He said his rent would depend on what improvements were made by the Town of Newcastle. Upon considerable discussion discussion the local board felt they were not interested in the proposal but would leave the 'matter with the Town Manager Manager who may see some merit in so renting the hall. Mr. Mather in speaking to the Board said he had come on the hall board as he did not feel that the area would become a parking lot. He felt ' (Continued page 2), Trade of land yet to be completed The trade of land at the Orono Fair between the Durham Central Agricultural ' Society and the, Town of Newcastle has yet to be completed. It was revealed at the finance committee meeting meeting on Monday that documents documents are still being prepared prepared in this matter. The Town is to receive a section of land at the fair grounds in lieu of land that' was used for the construction of thé new horse barns. Some years ago ah agreement was made between the fair board and the then Clarke Township council that a parcel of land was held in obeyance for the Township on which they could construct a new fire hall for, the area.. Orono finalists in Minden tournament i tmppentngsi... r > CARDS FOR SENIORS AT TOWN HALL Mr. Carlos Tamblyn announced this week that senior citizens in the area are welcome to play cards at the Orono Town Hall on a daily -basis. A room in the south side of the basement has been set aside for this purpose and entrance is by way of the west, south entrance, ASSISTANCE WITH AGREEMENT COSTS TOWN $1,626.00 Sims, Morton, Mclnernéy and Brady, Barrister and Solicitors, have submitted a bill to the Town of Newcastle in the amount of $1,626.00 for professional services rendered in the formation of an agreement with Northumberland and Newcastle Board of Education and the Town concerning the proposed swimming pool and recreation complex to be built to the Bowmanville High School. Neither the Town of Newcastle nor the Board of Education have as yet approved the agreement. The agreement will come before the Board of Education at their meeting this Thursday evening. COUNCILLORS APPOINTED TO GANARASKA Councillors Keith Barr and Bill Clarke have been appointed by the Region of Durham to the Ganaraska Region Conservation Authority. TWO FIRE CALLS VERY LITTLE DAMAGE The Orono fire department answered two fire calls last week, Thursday and Friday with little damage at either fire. The first call was to the home of Mr. Gord Morton on the sixth ne of Clarke. The house was filled with'smoke with no fire damage. The second call was to Mr. Ron Blacks at The Orono Tennant Fuel Atoms travelled to Minden Saturday to compete in a tournament. Qrono won the first twto games against Miljbrook and Oshawa, how ever they were defeated by Randy Tennant, Manager; Bracebridge the final game.
