2-Orono Weekly Times, Wednesday, January 10th, 1979 Orono Weekly Times TIP TOE THROUGH THE TULIPS Council members of the Town of Newcastle Finance Committee lightly tip-toed through the tulips on Monday ever so gently to not even disturb the pollen on the, stamens of the flower. In the meantime they hog-tied the town manager against any further inspection of Town property without a gilt-edgqd invitation from those managing the property for the Town. Council members were quite explicit that they did not want to upset anyone or tread on anyones toes with the result that now any inspection will almost be meaningless if in fact they are now ever undertaken. * The Town Manager was quite right when he pointed out to the members of council that the operation and safety of these halls and arenas are the Town's responsibility. He. was also right when he pointed out that this responsibility was for all the ratepayers in the Town not just a few. The overall ratepayers in this Town do expect competent operation of all functions relating to the Town's affairs. This would certainly include public property such as halls and arenas and other municipal buildings. Council is responsible for the physical being of these properties as well as the financial aspect of these operations. To can the Town Manager's inspection was to negate one of the Town's responsibilities. The ratepayers of this municipality could have expected a non-biased report from the Town Manager but council members have seen fit to have this in the political arena and if they continue to tiptoe ever so gently they will not arouse any dust. Alex Guiler agreed with the findings of the Public Buildings Inspection Panel report as to the condition of the Court House in Bowmanville. Counc. Hobbs described the condition of the building an 'utter disgrace'. Compare this building in Bowmanville to the condition of the Orono Town Hall, a Town of Newcastle building. What a report the Orono Town Hall would make. Council members sitting on the finance committee appear to want to close their eyes to such conditions. Certainly the conditions will not go away. Under the present system'they can only get worse. The Town Manager's inspection and report could have been mus# valuable to council members. In fact the investigation should be extended to delve into the financial aspects of all operations under the jurisdiction of the Town of Newcastle as well as the physical condition of property. The committee had also previously proposed a quarterly report on town property and what better way to keep track of what is happening in the Town than such a report. Unfortunately councillors, staff and ratepayers will now continue in the dark as to one aspect of the Town's operation. Of course council will not now ruffle any feathers or knock pollen off the stamens nor will they do anything of a constructive nature. .SUBSIDIZING ELECTRICAL HEATED HOMES The Probe Post, a publication by Pollution Probe and Energy Probe, in a recent article contend that all-electric homes, those Using electricity from home heating, are not paying their way. The article points out that Task Force Hydro in 1973 reported that "revenues from the sale of electric heat may be no longer be covering the incremental costs associated with the service." It is pointed out that home electric heat is contributing 8 percent of the peak load while only 5 percent of the totÿl energy is consumed for home heat. It is'the peak load that is the most expensive to Ontario Hydro because Hydro must always have enough facilities in place to meçt the peak, even »' though average demand may be very much lower. Over the past few years Ontario Hydro and local commissions have reduced their promotions for electric heat but even so some 20, percent'of all new homes are heated by hydro. Rates have also been adjusted over the same number of years to bring a better balance between the hydro users but the Probe Post article still contends the average home is subsidizing the all-electric user. There has been a trend with new rate changes to bring the rates closer together and this willlo a point increase the financial aspect for the all-electric home. The chairman also said that there appeared to be a foul-up in communications as he understood that members of council were to be present at the meeting. He said he would like to meet with council in order to get their proposals off the ground. Mr. Mather also said he had been speaking to a member of the Bowmanville JC's and that this group who do rent a portion of the basement were interested in taking out a partition to enlarge their room. The Board said they had no objection to the renovations providing the work was well done and the JCs paid for the renovations. Messrs. George Pollitt and John Slater met briefly with the Board stating they were satisfied with the arrangements arrangements for the Orono Men's Card Club and were willing to pay their rent. It was pointed out that the club now has a membership fee of $20.00 a year and from this they could meet their commitments with the Board. "Just leave us alone, we are happy", said George Pollitt. The Board expects 1 to hold another meeting in the near future to which they propose to have members of council and the Mayor present, "Wç would like to know our duties as to this hall," said Mr. Mather. He recommendéd that the above work be carried out during 1979. The report also asked that consideration be given to hiring a maintenance staff for municipal buildings.
