Orono Weekly Times, Wédnfesday, January 24th. 1979-3 Horticultural annual meeting would certainly be an OMB hearing and he said he would like to see all three proposals come at the same time. This would be less costly to the Town. Counc. Hobbs said the Bowmanville Mall proposal is long overdue and has been before council for four years. Surely this council or committee committee could make a decision, are we going to ask the OMB to make all our decisions. A series of motions were then presented by committee members which were all defeated. Councs. Hobbs and Prout moved that the Bowmanville Bowmanville Mall Phase three be given tentative approval and that the former resolution of .council, 1978, be rescinded. Prior to the negative vote on this motion Mayor Rickard and Counc. Barr mtived that the motion be tabled until a further report was received from the planning department department and a special meeting of the committee was called. Chairman Cowman broke a tie on the tabling motion. She said she was somewhat concerned concerned as some members wanted to take some action but were being choked by red tape. A motion by Councs. Holliday Holliday and Clark also lost which in general would have had the three commercial developments developments for Bowmanville considered considered at an OMB hearing. Finally a motion by Mayor Rickard and Counc. . Barr did meet with approval in that the report be returned to the planning director to further report taking into consideration consideration views expressed at this meeting by members of the committee and that a meeting be called by the chairman to deal further with the issue. A large and possibly a record crowd of members and friends gathered on Thursday evening to atterfd the annual meeting of the Horticultural Society. Held in Orono United •Church, the Main Hall provided provided a festive setting for the traditional potluck supper. The tables were tastefully decorated xyith Chrysanthemum Chrysanthemum bouquets and, judging from the bountiful array of foods of every description, it was obvious that the ladies had gone all out to display their culinary talents. Introduced by President Isabelle Challice, the Head Table guests included the Mayor and Mrs. Garnet Rickard, Mr. Clarence Tink, District Director, and Mrs. Tink, Rev. and Mrs. Basil Long, the executive members of the Society, and leaders of the Junior Gardeners. The President also named a number of out of town visitors in the audience, including one young man who is an exchange exchange student from Mexico attending Clarke High School. Mayor Rickard spoke briefly and complimented the Society on the excellent work it is doing to promote interest in horticulture and in adding to the attactiveness of the Village and community by maintaining flower beds, shrubbery, plantings, etc. in selected locations. Mr. Tank brought greetings from the Ontario Horticultural Association Association and was particularly pleased to note thê presence of so many Jr. Gardeners in the audience. The President announced that a little old lady in the audience had asked permission permission to speak. Without further ado . the lady in question clomped to the front assisted by her cane and, appropriately appropriately attired in bonnet and shawl, proceeded to bewitch the audience by recounting in verse the many unusual and unpredictable occurrences in her daily routine, not the least her morning ritual of reading the "Obits" to make sure she was still alive,'if her name didn't appear. It was none other than Ann'Evans who perpetrated this whimsical characterization. Show Chairman, Bertha Touchburn, reported on the four successful shows held during the year, and treasurer treasurer Adele McGill announced a healthy balance to start off the New .Year. Donna Scott gave an interesting account of the activities of the, Junior Gardeners and Minnie Zegers presented a Junior Certificate for outstanding efforts in horticulture to 16 year old Denise, Challice. Adding zest to the evening, Doreeh Lowery and Charlie Taylor presented a lively selection of familiar tunes on piano and fiddle and, later on, Gladys Brbwn also delighted the audience with a piano solo. Everett Brown read the list of members nofninated for office in 1979 and the meeting was turned over to Mr. Tink wlio, after calling for any further nominations, declared declared the nominees duly elected. Isabelje Challice will continue^ as President, Everett Brown, 1st Viqe President; Lawrence Staples, 2nd Vice President; Lorna Atkins, Secretary; and Adele McGill, Treasurer. ' Although a move was made by members of the Planning Committee for the Town of Newcastle on Monday to give tentative approval to the third phase of the Bowmanville Mall the matter has been returned to the Planning Director for a further report. Roger Elliott on behalf of the development outlined progress progress in the development to this date. He said he was bringing the committee up to date. It was pointed out that stage two, two cinemas, was aobut to proceed and a building permit was now being sought. Elliott said the total ten acres was properly designated for commercial development both in the Town's plan and the officiàl plan , for the Region. He said they would be ready to proceed with stage three. It was pointed out that four .acres of the ten had already been developed and that an additional acre was approved for development this year. This left five acres for development in stage three. Elliott in reply to Counc. Prout said the third phase would include a Junior Department Department store of some 60,000 square feet. A recommendation from the Planning Director, L, Kristof, asked that the committee committee take no action in the matter of the Bowmanville Mall as it was the intention to handle the matter through the Ontario Municipal Board. He pointed out that the former . council had approved that the three commercial proposals including the Bowmanville Mall were to be placed before the OMB who would pass down the judgement 1 just which one was to proceed. He also pointed out that a deal had been made with two of the developers to not object to phase 2 of the Bowmanville Mall development and that in return the three projects would be submitted to the OMB.
