The market value for each property was established for the year 1975. Market Value is what you might expect to realize in current dollars for your property if you willingly sold it to a willing buyer. In the instance of farms actually used for farming purposes, market value is what you might as a farmer, expect to realize were you to sell to another farmer who intends to use the land for farming purposes, 2. The. market value so established for each property has been adjusted by a factor. The factors for various classes of property ensure that:- (a) Tax shifts from one class of property to another do not occur. (b) The Municipality does not suffer a loss either through grants or apportionments. 3. The Classes and,factors used for taxable properties in Newcastle are: Percentage Residential 4.994 Multi-Residential (7 units and over) 12.291 Commercial 7.089 Industrial 9.409 Farm ' 5.834 This action is the result of a request by Resolution dated August 28, 1978, duly passed by the Town Council to prepare a new assessment roll for taxation in 1979, Your Council made the request in response to a need to provide for the equalization of assessed values in order to make them fully equitable with the assessment of similar real property in the vicinity. • Thé assessment roll will be returned to the Clerk of the Municipality on February 17,1979. The last day on which you may lodge a complaint against your assessment will be on March 10, 1979. Please read carefully the instructions with respect to lodging a complaint which appear on the back of the assessment notice. In the meantime, I would encourage you to discuss any matter or objection which you may have in respect of your assessment with an assessor. If you can point out any discrepancy or error to him prior to February 17, he can correct same and will issue an amended assessment notice containing the corrected data. You may also wish to check the validty of your assessment in comparison to any other property in your neighbourhood or the municipality.
