-Orono Weekly Times, Wednesday, March 30th, 1979 Orono Weekly Times WN AFFRONT TO FREE ENTERPRISE The notice of motion ; presented to the Region of Durham council asking the Region to petition the Province to invite Bell Canada to take over the local Orono telephone system from Community Telephone is nothing more than an pffront to our democratic and free enterprise system. The notice of motion has been supported by Oshawa councillor Bruce McArthur and Mayor Rickard of Newcastle and will be debated at Regional council on April 4th. For a municipal coüncil at any level to institue such action would be to destroy the basic foundation of the business community within the municipality. Such action would not only be undemocratic but also create an atmosphere of suspicion on the part of business. Hardly an incentive to encourage industry or business to locate in an area The particular notice of motion in specifically mentioning Bell of Canada as the take-over company closes the door to free enterprise and dictates the direction of business in this Region. The notice of mption does not recognize that the Ontario Telephone Services Commission has been commissioned commissioned as a public body to deal with telephone service in the Province. The commission is to ensure that the public is provided with adequate telephone service at a realistic cost. R is the duty of the Commission to explore every avenue in making their decision; It is for this purpose that public hearings are called so that all customers do have the opportunity to present their views. The commission must also investigate the financial position of the telephone companies in order to make sound judgements in rate increases as well as financial returns bn investment. It can be asked, "Is the notice of motion backed up with adequate information to take such drastic steps. In referring to Community Telephone it was only two years ago that the chairman of a hearing of OTSC being held in Orono commended the company for their trial introduction of what is known as Cal Pax. The chairman stated at that time that Cal-Pax was a logical alternative to extending calling areas." He was hopeful that more telephone companies would follow suit. Has it also been recognized that Community Telephone and Continental has introduced into Ontario some of the most update equipment. Such action as recommended by the notice of motion would be no more than the aforementioned affront to our democratic and free enterprise system. Surely this was recognized by Sam Cureatz, M.P.P. Durham East when he addressed the hearing in Orono. He pointed out that we did live in a democratic society. EXCITEMENT BEGINS TO MOUNT An air of excitement begins to mount in the Village over the past few weeks and this is likely to continue into April 14th. Of coursé the date is the official opening of the new Orono Arena and Community Centre at the fair grounds. Many people received their first glimpse of the complex a week ago Tuesday and the upstairs room is certainly a credit to this coftimunity and those who have worked towards the completion of the building. The atmosphere in the building is greatly enhanced by its newness but it is also bright, colourful and most pleasing. It should be a great celebration, come April 14th and ' one most in this community will not want to miss. Plan now to, j attend to take in all the events. 1 happenings!... I THE ROBINS HAVE COME AND, SOCCER IS ON ITS WAY It was not to long ago that we reported the first sightings of robins.Now it is planning for the summer months and there is a need again this yeaij for coaches for the boys soccer teams in the village.If you are interested please contact Jack Clyens at 983-5946. AVERAGE TAXPAYER LOOKING AT A $100 HIKE The average taxpayer *in the Town of Port Hope is looking at a $100.00 hike in their overall tax bill this year. Town costs for the average taxpayer are up some $55 while that for education will be up an estimated $38.00.' The remainder of the $100 increase is expected from the' County level of government. . . PROPOSES FOUR BUILDING LOTS NORTH ORONO The Board of education received , for information an application for rezoning of land on west side of Main Street North in the Village from Agriculture Residential to Residential. The application has been filed by Veltri and Son yd. with the Town of Newcastle. It is proposed to build 4 single family homes on the 4.63 acres west of Cob Hill. I wish to state my support, for the comments presented by Roy Forrester at the March 20 meeting in Orono. His summary was reasonable particularly with regard to the user-pay principle and the Company's right to anticipate a fair increase in its return on its investment. The percentage percentage increase being requested is quite similar to the projected annual rate of inflation and probably in line with what most people in attendance will expect from their employers and-or businesses. businesses. Moreover, it occured to me that several of the speakers use the system more than the average and, accordingly, accordingly, have an avid interest in seeing the toll-free area extended. At my expense, I might add. There were several complaints complaints concerning noise and service which seemed to be genuine. However, in almost six years of use, I have never experienced the noise problem problem and two calls re service received excellent and prompt attention. On the first occasion, the line went "dead" on the Friday evening of a holiday weekend. The situation was reported to Dunnville that night and repaired by 10 a.m. the following day. On the next occa'sion, a workman digging on my property cut the telephone line. Again, it was repaired the next morning by local servicemen. Finally, I would like to * comment on George Porter's remarks comparing our local service to that in England. I was an employee of the British Post Office which operates the telephone service. service. I can assure you that complaints were received regularly on the long waiting lists' for installation (outside major urban areas, often years), expensive installation costs and the expensive usage costs which can only be paid quarterly. Mr. Burton is right the extension will bh at his expense. i Regional bite up $36.70 over 1978 The Region of Durham is expected to approve their final budget on Wednesday of this coming week with a total expected expenditure of $55.01 million for the year. Of this amount $18.86 million million is to be raised from the taxpayers in the Region with the Province through various ' grants contributing a total of $27.5 million. Other sums will come from lot levies, service charges and surplus funds. The impact of the budget varies grëatly throughout the Region. Using the average home the taxpayer irf Ajax will find little difference to the bite for 1978. Taxpayers in the Town of Newcastle- will have the largest increase and this is expected to be some' $36.70 for the average three- bedroom home of 1200 square feet. The same house in Ajax, Pickering Village, Canning- , ton and Beaverton will have a regional tax hike from $4.30 to $5.20. The average home in Oshawa and Port Perry can expect a tax increase of $9,50 over that of 1978. Taxpayers • in , Whitby, Thorah, Brock and Uxbridge will find their taxes for the average home increasing from $21.20 to $29.30 over that ' of last year. Cartwright taxpayers will have a regional tax increase almost similar to that in the Town of Newcastle.
