This week, I'd like to bring you up-to-date on the work of the Ontario Task Force on Provincial Rail Policy. Might I say that I will continue to maintain a healthy healthy curiousity about issues, not accepting pat answers, rhetoric or oversimplifications. oversimplifications. I believe that our democracy is best served when both voters and poli-, ticians develop a curious and questioning attitude about platforms and issues. The Task Force on Pro; vincial Rail Policy was established established by Premier Davis in January, under the chairmanship chairmanship of my caucus colleague colleague Margaret Scrivener, MPP for St. David's. Serving on the task force are the deputy ministers -for Transportation Transportation and . Communications, Communications, Northern Affairs, Government Services and Industry and Tourisip; as well as other knowledgeable people including representatives representatives from the Science Council of Canada and the Ontario Science Centre. Having held meetings for a little Over nine weeks, the task force has heard eighteen witnesses on a wide range of subjects. These witnesses have provided insight into the work of the Toronto Area Transit Operating Authority and the role of commuter' rail; a review of railways in Ontario and Canada; and energy characteristics of the operation of rail transport. More recently, the task force has been listening to. witnesses explain the operation operation of large, commercial and public railway systems. Representatives of Ontario Northland, Algoma Central, Canadian National and Canadian Canadian Pacific reported on corporate policy, management management concerns and general operations. The information frojn these witnesses has proved, very Council rules out Orono parking enforcement helpful in directing the various various studies initiated by the task force, and in developing an over-all approach to ensure ensure that all possible concepts for provincial rail policy are thoroughly explored. Aside from listening to experts and representatives from the railways, the Ont- arioTask Force on Provincial Rail Policy is interested in hearing from the public at large. The chairman, Margaret Margaret Scrivener, will welcome any submission from inter-# ested individuals or organizations organizations before June 1, 1980, You can mail these to her care of the Legislative Assembly, Assembly, Queen's Park, Toronto Toronto M7A 1A2. ; Within the next few weeks, I will be making a written submission to the task force aboyt the electrification of rail -service in our area, particuarly the Go trains. I am lopking forward to. the task force's interim report, which is scheduled to be published this fall. With the coming energy crunch, I am certain that rail transportation transportation will be playing a greater role in our lives. Let me take this opportunity opportunity to. congratulate Lynn Alldre'ad and the Newcastle* Figure Skating Club for the fine performance that they staged on Sunday, April 13th. The skill they displayed put their show in the top rank. I would also like to say publicly how pleased I am with St. Mary's of the People Parish for their informal presentation, and information session about the proposed senior citizens' apartment building. Good hack to the endeavour and many thanks to Myrna Lack for ushering 'me through the display. On Monday the council of the Town of Newcastle gave their approval from the Finance committee that parking parking enforcement not be reinstated reinstated in Newcastle or Orono. A request for certain works in Orono had been made to the Town by the Orono Chamber of Commerce including the return of the meter maid to regulate parking on the Orono Main Street. The request for the meter maid was turned down by council. Counc. Keith Barr said the parking issue would become a dead issue in Orono as the resolution of the finance committee was given approval. approval. He suggested that the matter be turned over to the clerk to further discuss the problems in Orono. "I am not talking about Newcastle Village", Village", he said Previously Barr stated that Newcastle Village did not have a parking problem. Mayor Rickard said he had tried the same avenue of -recourse at the finance committee committee meeting when he asked that the issue be discussed further with the respective Chambers of Commerce Commerce in Orono and Newcastle. Newcastle. Counc. Clark said council could not put a dollar and cent value on everything and that the merchants in Orono wanted the return of parking enforcement in the Village. "They deserve that", he said. Counc. Holliddy pointed out. that the report from the By-law Enforcement Officer had shown that only one or two Violations had in the past been served weekly. This proved the system was ineffectual ineffectual and ineffective, he said. If the merchants have a particular problem all they have to do, he said, is pick up the phone and call the Regional Police. Counc. Prout stated that he felt the same way as did Counc. Holliday. How about a new message on cigarette packs? "Warning: "Warning: Stopping Smoking Can Be Beneficial to Your Health". Using precise tests to measure lung capacity, Dr. Frederick Bode at McGill University in Montreal studied studied smqkers before and after they stopped smoking. The results- were astonishing. As soon as six Weeks after stopping, there were mea- sureable improvements in lung function. The subjects' ages ranged from 29 to 69 years. They were long-time smokers. The shortest time any had smoked was 13 years. The longest was 46, almost a half-century. Before they stopped smoking, smoking, seven of the ten subjects had coughed on arising in the morning. Furthermore, the cough lasted for months every year. Six coughed up sputum. Four of the subjects admitted to wheezing, although although none had asthma. After they stopped smoking, smoking, the picture changed almost overnight. Only one person .had any trace of a persistent morning cough. None coughed up sputum. And wheezing disappeared for everyone. The sensitive tests used by Dr. Bode also confirmed that there had been a reversal of thé lung damage - blockage of thé small breathing passages - done by smoking. The-benefits of quitting can come quickly. And they are usually permanent. Other experiments, in fact, indicate that staying off cigarettes for ten years forces the premature premature death rates for smokers smokers down to the level for nonsmokers. * For more information on the benefits of quitting - and help in' quitting, contact Durham Region Lung Association Association - the Christmas Seal People - at 723-3151. They Care About Every Breath You Take. Counc. Hobbs said the reinstatement reinstatement of parking enforcement enforcement as it had been would be ridiculous. He pointed out that in 1978 it had cost the Town $6,400.00 to issue one parking ticket a week and if the scheme was for Orono only the cost per ticket would certainly in-, crease considerably. Hobbs said the Town could not afford such a scheme and after all the police were ,| available to take phone calls from concerned citizens. Hobbs also said he understood that one of the complaints from Orono had been made by an owner of property whose residential tenant was parking parking in front of his place of business. Surely this owner should be able to have the courage to speak to his tenant. The vote not to reinstate parking enforcement in Orono passed through council with objections from Counc. Barr and Clark.
