Crosbie referred referred to Trudeau and • the Liberal government as a band of Mexican bandits and dçs- parados and that the Liberal government was like a rabbit mesmerized by a snake. Crosbie was speaker before some two hundred in attendance attendance at the annual meeting. Crosbie said it was the same old group with the same old approaches and the same' old arrogance who think they can run Canada in the same old way. It's just not possible, he said. Crosbie said the 'bootleg' budget of April 21, 1980 and the Liberals attempt to obtain interim supply and supplementary supplementary estimates without without debate in the house of commons was proof that the old ways will not work. He said the liberals -have forgot it was their job to fight the sinners rather than to join them. He spoke of patronage on the p^rt of the liberals with the halt of moving Parks Canada Regional office from Cornwall # to Peterborough and the move of the new Eldorado refinery from Hope Township to Blind River. This is not a government, it is a band of Mexican desparados, he said. In speaking of the liberal budget he said one dollar of : every four will be going' to pay interest charges on the $81.8 billion national debt. Financial Financial requirements to be borrowed this year, he said, will be up $3.5 billion over that projected by his (Crosbie) budget. Crosbie pointed out that Trudeau had made a commitment commitment that government expenditures expenditures would not increase in any year to more than the growth of the national product product during any one year. He said Canada will have no real growth this year but Trudeau projects expenditures, to increase increase by 15.7 percent. Crosbie Crosbie also said the Liberals were twisting and turning ori their oil-pricing policy. Crosbie said! the PCs were the only national party that has representation from all ten provinces. He said they were also an honest party. He also stated that the PCs were. the only party with a sound economic policy that could put the country back on its feet in three to four years and to give the. private sector a chance. He as well made the point that the PCs understood the regional aspirations of the various sectors in Canada. Crosbie claimed the future was bright for the Tory party even though they have had a brief setback. The planning committee on Monday- took this action asking that the director of planning discuss with Mr. Connell a site plan that would allow him to continue the present uses on his property and that the fee of ' $250 for the rezoning application by considered payment for the site plan proposal. The lands are now zoned Open Space with the existing Zoo and associated recreational recreational commercial uses being considered legal nonconforming nonconforming uses. This was established in 1949. Mr. Connell in addressing the committee said he had been approached by Larry Simpson, by-law enforcement officer, that everything he was doing on the property was illegal. Connell said it was suggested that he apply for a rezoning and he was under the impression this was just a cut and dry procedure. Connell said he had applied for a building permit for a new snàck bar and found he could put up three walls but could not replace the roof which he said was the main problem. This, hé said, led to the rezoning application after discussing the matter with Simpson and Miss Forrest of the planning department. Connell also said he had no intention of subdividing his property, building apartments apartments or establishing a new trailer park. He did state that he did want to make some improvements and pointed out to council members that the Bowmanville Zoo was held in high regard in North America and throughout the world. The Planning Director pointed out that the current legal non-conforming uses on the. property would be expected expected to cease ait "some time. He also pointed out that there was no time limit on these uses and they may continue well into the future. Smith recommended against changing changing the zoning on the property and suggested that a site plan of existing uses be developed agreeable to Mr. Connell. He said improvements or extensions extensions should be handled under the rule of the Committee of Adjustments and this committee committee could, deal with the matter of a new roof.
