Watson, Acting Manager, Newcastle Hydro-Electric Commission., Region turns aside committee recommen dations Thé council of the Region of Durham on Wednesday of last week turned aside all major recommendations in a report filed by the Special Review committee. The report will bring no change to the operation of the region from planning down to water and sewer works and representation. representation. The committee recommended recommended that the Regional planning aspect be returned to thé municipalities as well as the return of water and sewer transmission within the municipalities. R also recommended recommended additional representation representation for Ajax and Whitby. •John Aker, an OShawa régional council member, accused the committee of making the "perfect political recommendation". He said it did not grant or deny anyone ' anything. "It's wishy-washy, he said. Council also reject the right of municipalities to purchase and sell industrial land. It was felt with such legislation the eight municipalities would soon start bidding against one another and in most cases individual municipalities municipalities could not afford it. The committee was headed by Major Jim Potticary of Oshawa, who said it had been a good exercise to get politicians thinking and to listen to the people in the Region. He said he was not disappointed that none of the recommendations had ben approved by council. To seek cost of enforcement The Town of Newcastle council are to receive a report from the Town Manager as to the cost of enforcing a proposed maintenance and occupancy by-law that has been under consideration for a number of months. Council wants to . know the cost of a by-law enforcement officer and costs of operating a department for this purpose. Planning Director Don Sfnith, who is preparing the by-law said he would like to know if council intended to enforce a by-law when it is prepared. He said he had better things to do than attend meetings that have no use. It is considered that an enforcement officer would cost the Town in the neighbourhood neighbourhood of $16,000. The by-law contains detailed detailed regulations on the upkeep of buildings and property within the municipality. Council has been faced with requests for improvements to properties in appearance and^ safety and have found they could take no action without the maintenance and occupancy occupancy by-law.
