Canadians were told the Registered Retirement Home Ownership Savings Plan would be no more, that business business taxes would be increased, and that an export tax on natural gas was a sure thing. All this, of course; was pretty pessimistic stuff. Instead, MacEachen adroitly adroitly side-stepped all of these, and , many Canadians were left with the feeling they were winners, simply because what was supposed supposed to happen didn't. By allowing the media to create a doomsday scenario during the lead-up to the budget, higher energy costs and a few tax increases don't look so bad after all. : But Canadians shouldn't breathe a sign of relief too soon.
