I am accustomed to having authority and I use it, not only to get the job done, but also as a yardstick for my own obligation. I am confident that I can, help council to become more effective, in the face of mounting difficulties, and 1 ( am ready to share my skills and experience with the people who are responsible for the day to day job. I am the only member of Council who voted constantly not to approve the "Splash" project. This was done because because I did my homework and was advised by a number of municipalities, "they are a deficit operation". We do not need to walk, open-eyed, into a deficit operation. Splash organization -1 have and do, commend. They are an excellent excellent organization. 7. I am my own man - with non-political approach - do not speak just to hear my voice. ■ 8. Barr, The Reason Why My education and broad experience in many areas of service to my country and community has given me a wealth of knowledge and understanding, which has stood me in good stead in my position of representing you in Regional Council. Your business is the only business I have, whils't the other candidates are employed employed in various occupations. One is a self claimed businessman, businessman, another a full-time employee of General Motors, and yet another has an occupation and is about to open a business. The position of Regional Councillor in Ward Three demands most of my waking hours. I don't think the candidates have any conception conception of the hours of reading necessary to deal intelligently with agendas of a multimillion multimillion dollar business, because because that is what the Region of Durham is. Of course the essence of my job is the people, I serve and their problems, which I try to alleviate or solve, may it be the dewatering of a well or a farmers problem on livestock compensation. My constituents should know that the time needed to attend some fourteen committees committees and hall boards I am appointed to as a Regional t Councillor, is only part of the ' job. There is absolutely NO TIME for any other employment. employment. I am also concerned with red tape in obtaining permits. Too often a request to council bounces back and forth from committee to committee. Delegations Delegations should be listened to when they speak to council. I would suggest that Town staff assist citizens in every way possible and that the citizens not have to Wait three 'to six months for an answer. I have operated a successful successful business in Newcastle for Town budgeted to spend $5,228,072.00 during 1979, actually actually spent $5,828,616.00. I would hope that this would not grow into a greater amount and feel action should be taken to keep such over- expenditures happening. Press reports in the past few months: Town has surplus $17,930.00 Town auditor reports actual overspending of municipality exceeded $610,000. Auditor points out 1979 budget set prior to knowing final figures for 1978. Points out no effort in reducing programs to meet budget restraints. ' Points to use of contingency funds with no el'ear indication ,on how spent. , , Points out that appears council had not adequately reviewed their budget throughout throughout year.
