Board objects to Bill 82 amendments Keep the heat in ] The Northumberland and ! Newcastle Board of Edu- ! cation has given approval of a j letter from their Director of Education, Douglas Sifton commenting on amendments | being made to the Provincial Education Bill 82. In the letter to the Minister ! of Education, Dr, Stephenson, Sifton states that the board j felt it was timely that, they notify the minister of their : concerns as to amendments to thd bill in three particular areas. -Sifton states that the 1 board and administration j applaude the basic tenets of I this piece of legislation as being most welcome. He said the principal of universal access to, the publicly supported supported educational system is both laudable and achievable. Sifton then goes on to point out that the Bill has had two readings in the legislature and amendments now appearing appearing radically change the design of the bill. He said these changes are being viewed with great alarm. 1 The Board's letter took 1 exception to an amendment that "the Minister shall ensure that all children in Ontario have available to them a frçe and appropriate education." It is here pointed out by the letter that the terminology is absolute and could require the direct intervention of the Ministry in local decisions. It was also • pointed out to the board that in the U S. such a law has • resulted in. confrontation be- tw( i ' oarent.s and the boards , : ofV at ion. The Northumberland and Newcastle Board letter also noted an amendment headed "Inability to profit from Instruction" and took exception exception to an amendment which placed greater responsibility on a board of education to provide a form of education for a student having a mental or physical handicap severe enough that ,he would be unable to profit from education education within the board's system, The letter pointed out that the present law did carry safeguards for such a student but felt that the amendments would only lead to a form of bureaucracy, lengthy court cases and that local autom- . omy would be lost It felt that the amendment would delay help to 'children who would need it. . Sifton also pointed out to the board that the formation of an Ontario Special Education Board as proposed through an amendment to Bill 82 would create powers with the Special Special Education Board which would be çvérwhelming. Sifton said the original legislation introduced by the government was developed to meet the needs of children arid remain reasonable to those parties charged with implementing the same ' as well as greatly enlarging the responsibility of providing a publicly supported education for all exceptional children. Clifton said, "one must now question seriously vfhether the Bill as currently amended is a workable ' piece of legislation." Home economists with the Ontario Ministry of Agriculture Agriculture and Food say certain home furnishings can help, Drapes, especially lined ones, help to insulate windows. windows. It is a goqd idea during winter to draw the drapes just after the sun goes down. In simmer do the opposite: draw them to keep out the sun's direct rays, and open them in the evening to let in cooler air. Rugs help on floors over garages, cold cellars and cool basements. Exhaust fans in the kitchen and ,bathroom should be used *as little as' possible in winter. When the fan is on, warm air goes out and cool air comes in to replace it. A clean filter in the kitchen fan removes smoke arid odors faster, so the fan shuts off sooner. At night, don't open the window, but turn down the thermostat instead. As the basement is one of the cooler areas of the house, keep the basement door shut. • Furnace maintenance is important. If it is not properly tuned, the furnace will waste fuel. Oil furnaces should be cleaned and tuned each summer arid, if possible, in mid-winter. Gas furnaces need servicing each summer. Strong winds also increase a house's heat loss by increasing the air leakage, ' but landscaping can help. Plant trees between the prevailing wind and the house. r/ RED&v \WhiteI OWNER operated.
