2-Orono Weekly Times, Wednesday, January 7th, 1981 BUDGET TIME AND THE LIBRARY Its that time of year again when local municipal councils consider their program of public works and services and its funding for the year. The Town of Newcastle is no exception for local council members will shortly be matching their programs with their anticipated revenues for the year. Since 1974 the Orono area has faired fairly well in the expenditures of municipal funds from the coffers of the Newcastle treasury with one exception last year. Surely the town has maintained the level of service at the Orono Park. It provided interim financing and engineering costs for the new arena and community centre and revitalized the storm sewer program within the Village with, we understand, more yet to come. The public works department has co-operated with local businessmen in planning improvements for the business section and this could come about this year. The Town through Community Services also for a number of years maintained the Orono Town Hall in a manner similar to the past. This work is now being carried on by a local.committee from the Village. One may add to this a new tanker truck located in Orono to better the Town's responsibility in fire fighting. There has been little to complain about. The exception did come last year however when the Town cut the annual budget for library services which in turn hit the Clarke Library in Orono-and the Newcastle Village Library the hardest. The hours of operations were drastically cut in the two libraries and as well a reduction in book purchasing. As a result the use factor in Orono has also dipped due to the reduced level of service which has been cut below that at the time of entry into the Regional system of government in 1974. Council members are well aware of the plight of library service in Orono. But as Orono and area puts up with less than is expected in library services other programs are being instituted which will put pressure on the annual budget which include the new indoor swimming pool and squash courts, the assistance to finance a new administration building for the Conservation Authority and a proposed expansion of personnel for public works. These new programs make it all the more difficult to swing money back into the local library to bring it back to a service that has existed in Orono for a good number of years. The new programs may well be warranted but not at the expense of a service that was well used in this community long before anyone heard of Regional government. A RESPONSIBILITY FOR PARENT AND STUDENT Canada's largest university, University of Toronto, has proposed to eliminate and downgrade more than 12 credits for university entrance into the arts and science faculties. The credits under discussion by jthe University are claimed to be less than proper preparation for the arts and science fields of study in university. The U of T will discurs if such credits from data processing, marketing and merchandising, technological studies, other business subjects and secretarial science are proper for arts and science admittance. As well they are considering that only one of accounting, dramatic arts, family studies, law, physical and health education, visual arts, screen education and multidisciplinary studies would be an accepted credit. Many of these courses are gaining credits in grade thirteen throughout the province and within the local Northumberland and Newcastle Board of Education jurisdiction and elimination could cause some hardship at this time for students wishing to enter the art and science faculty at University. It has been pointed out that if the U-of X takes this course most other Universities will follow a similar course. Most of the courses now under consideration as unacceptable credit courses have been introduced as interest courses in high schools over the years having an effect of keeping students in school in some'cases. They were not designed as the means for university admittance but have been used for this purpose. It is understandable that Universities must uphold their standard of education and interest course credits hardly meet that standard as a basis for many University courses. * . The new trend places a responsibility on the student and parent and as well the school that the student knows at least at grade nine just where they intend to go as to their education. It is paramount that they keep their options open for desires, attitudes and intents can surely change for the student between grades nine and thirteen. In speaking with W.H. Carman, local school trustee, he said it is a responsibility of the student and parent at least at grad^nine to make sure the student is on the right course at grade nine and not find themselves trapped later in the field of education. Nothing has really changed becausê this responsibility has existed for years and parents should be well aware what their child is doing in school and its a time to reach for the stars. * ' Kendal News Behold, 1 stand at the door and knock: Rev 3, 20 On Sunday morning, January January 4th the thermometer registered 32 degrees below' zero. F, the coldest morning on that date since record began. It was too cold to start the cars so the church service was withdrawn. Each family was phoned. One lady said, "I was up studying my Sunday school lesson, now I can go back to bed." A man said, "Well I'm busy thawing out pipes". A lady said, "My New Year's resolution was to go to church every Sunday." The weather thus far has been comparable to 1934 with its very cold December, let us hope we don't get the very deep snow that followed that year. One of the interesting things about a New, Year is the new calendars. There are some pretty ones this year. Try and prevent colds by taking a halibut liver oil capsule every day. The Red Cross supplied them free to every school child in Durham for many years but the cost became too much: In the - winter time we don't get enough sunshine to prevent colds. One of our sixth line boys Steven Barnett, son of Mr. and Mrs. Derek Barnett was united in marriage to Sandra Keane, daughter of Mr. and Mrs. Wm. Keane in Newcastle Newcastle United Church by Rev. David Spivey on December 27th. They will leave the middle of January for Steven's Steven's work near Edmonton, Alberta. On May 18,1980, Mount St. Helens erupted. David Crocket, Crocket, a T.V. news photographer had a terrifying experience and dramatic rescue. Now a large photograph of Mount St. Helens erupting hangs on his wall. Underneath are the words of Psalm 46: 1-3, 10. God is our refuge and strength, a very present help in trouble. Therefore will we not fear though the earth be removed and though the mountains be carried into the midst of the sea. Though thé waters thereof roar and be troubled, though the mountains mountains shake with the swelling THERE'S NO FOOL LIKE AN OLD FOOL by Roy Forrester The saying, "There's no fool like an old fool", dates back more years than this writer could comprehend but it appears to be as true today as it was when first originated. originated. Needless to say everyone is quite familiar in one way or another with the cold snap over the past week-end and no doubt this cold snap was instrumental in keeping most people inside. ■ Not the case here and with the usual Sunday morning outing upon us we prepared for what we expected would be a chilling experience but still one that would be bearable. Even with a few layers of clothing we were *able to bend Over to lace our cross country ski boots and await the arrival of one William Bunting, for a trip north to the forest for a skiing outing. Being a little cagey we did postpone the trip, by a half hour in order that the temperature may rise to a more acceptable level from the. reported minus 28 or 30 celcius. Its doubtful this had much bearing on the outcome of the morning. There was no problem in stepping out of a heated car to strap on our skis other than the rubber straps on the ski carrier had lost all their elasticity in the cold. Not bad, we thought as we made our way to the first turn' and down the first incline. What a pity it would have been to stay-at home. The story soon changed and thereof. Be still and know that I am God. I will be exalted in the earth. New Year's Day was a perfect winter's day. The roads were open so people could travel to their family gatherings. We watched the Rose Parade on coloured T.V. at the home of Miss Catherine Stewart. It was very fine and the Canadian floats won several awards. The theme was "The Great Outdoors". If you are burning wopd, the next fine day clean the stove do give the 'old fools' some credit they did know enough to turn around and head for the car with the frost nipping at toes and fingers. THE CARDINAL IS VAIN It appears that we are feeding a male cardinal back of the printing office that exhibits itself as quite vain. Both the male and the female have been around for the best part of the winter and while the female makes few public showings the male bird spends most of its time peering into the side vision mirror on a half-ton truck in our parking lot. To say the least the bird is certainly infatuated with itself itself and flutters about the mirror most of the daylight hours. Must be a male chauvinist. LET THE CBC TRY FOR CANADIAN UNITY It was commented to us over the weekend that , the chore of bringing unity to Canada should be turned over to the CBC. The comment came about due to the fact that the CBC had arranged to have the Edmonton Oilers call their game in Edmonton , with Toronto two hours early, commencing at six o'clock in order that Ontàrioians could „ watch the game at their regular time of 8:00 p.m. " I Well Pierre, there's, your answer, 'and Marc can at last* take a holiday from battling , . with Pbter.
