ASKS FOR COURT HEARING James Lovekin, 59 year-old retired university professor, has asked for a court hearing to determine vhether Newcastle Mayor, Garnet Rickard, has breached he Municipal Conflict of Interest Act. The action was filed in the Whitby county court on Friday. Councillor Bruce Taylor in proposing a resolution at Monday's council meeting concerning an offer by Bill Hulsman to act as Town administrator free of charge said "the price was right." Council at the time had received Hulsman's letter which made the offer free of charge for a three month period from the date of the letter.
