The problem has been persuading the Minister of Natural Resources Resources to actually make use of the Act, by designating species under its protection: Until 1981, only 13 species were designated, including such high-profile rarities as the bald eagle and peregrine falcone, and a single plant, the small white ladies' slipper. slipper. Now a second plant has been added, in the form of the smaller whorled pogonia, another another member of the orchid family. First discovered in Ontario in 1977, this inconspicuous inconspicuous plant is still only known from a single site, with! a total known Ontario population population of two plants. Even in the rest of its range, the smaller whorled pogonia is extgremely rare, with a known world population of only 150-175 plants in 14 sites. Clearly this species can be classed as endangered, but there are many others that should qualify that have not yet been added. A listing on "rare" plants of Ontario, for example, includes over 600 species. The State of Michigan Michigan with less area than Ontario, has 91 species on its endangered list. Why,, ten years after the passage of the Endangered Species Act, do we afford complete protection to only 14 species? j In large part, the answer must lie in the misplaced jMRfeities of the Wildlife' Branch of 1 the Ministry of Natural Resources. From a. total budget of $27 milion annually, only $150,000 goes to non-game programs, including including endangered species. The remainder goes largely to mangement for hunting and trapping. Two years ago, .when the provinces senior endangered species biologist left in frustration, he was not replaced. As a result, only one staff person works fulltime fulltime on all of the designated and potential endangered species species in the province. Underlying this reluctance to deal seriously with endangered endangered wildlife, in my opinion, are some unnamed fears. Perhaps some fear offending the traditional supporters in the hunting fraternity. Some senior bureaucrats fear that strong protective measures for endangered wildlife will get in the way of economic development. Or perhaps the real fear is that designation of more species will be seen as an admission of a failure to adequatyely manage our wildlife wildlife to prevent their decline. In any case, extinction is forever. We better soon get over our fears and put some effort into saving those species species in jeopardy.
