Forrester, Editor A STEP WELL TAKEN . The Planning and Development committee of the Town of Newcastle has recommended to council that the Bowmanville Creek Valley be turned over to the Central Lake Ontario Conservation Authority to develop as Valley lands under their mandate. The Conservation Authority has for some time requested ownership of, thé close to 20 acres but without success. The recommendation from the Planning committee may just see this happening in the future. It is one of the mandates of the Authority to assist with the development of valley lands or what may be called green belt àreas. Such areas do contribute to the esthetics of the , community and also give assurance tjiat development will not take place in the areas. One has only to travel to Oshawa where much is now being done along the river valleys in that community much to their credit. This can be seen along the Harmony Creek and other water courses and it is certainly having a beautifying effect on the residential areas of the city. It is to be hoped that the -Town of Newcastle can see a like benefit for such a policy in the town. IS A TREND DEVELOPING ' The Townships of Hope and Hamilton, who Some five years ago entered into an agreement for the construction and operation of the Vincent Massey arena in Bewdley are now looking at a new format for its annual operation which would take the load off the tax bill. It is in fact a policy of "pay as you play" which has aroused some interest in the Newcastle area but only at the level of discussion. The Hope-Hamilton exercise, if implemented, would have an independent body operate the arena in a manner in which operating costs and normal repairs would be financed out of revenue from the arena. The two townships still intend to bear the capital cost of the building. The results of their deliberations will certainly be interesting. The Town of Newcastle has a mix-mash as to operation of arenas. The Bowmanville and Darlington arenas are operated by the Town while that of Orono and Newcastle come under local management boards. Orono at least operates in the black through one means or another while Bowmanville and Darlington have a considerable spread between the cost of operation and revenue. The unfortunate thing is that in the Orono and Newcastle areas the residents not only support their own arena on a pay as you play basis but also provide funds through taxation for deficits in Bowmanville and Darlington. Although most of the activity at the arenas is hockey it , really is not cricket for those in" the Orono-Newcastle areas ORCHESTRATED THEATRE The eight Premiers from across Canada opposed to .the patriation of the constitution and a charter of rights provided Canadians and the government'of Canada with no more than orchestrated theatre last week following their meeting in Ottawa. ,, . ,, • They could nqt help but be aware that their accord . would not be accepted by the federal government. It was the same old package they have discussed for a number,of years. The accord, although agreed upon by the eight, did not in any way display any move toward compromise even of a minor nature. , Premier Davis Of Ontario, not present at the Ottawa meeting, has expressed his disappointment with the outcome and finds their accord unacceptable. The same is'true of 1 Premier Richard Hatfield of New Brunswich and that of Ed Broadbent, leader of the federal NDP. Surely it is pot that compatable for either Davis, Hatfield or Broadbent being supportive of Prime Minister Trudeau so under this condition thçse three must see the good for the country in the attempt to provide Canada with its own constitution and bill of rights, Both Davis and Hatfield must be looking beyond their pwn provincial borders to the good of Canada. This is something the eight in opposition have failed to do In the orchestrated theatre presented by the eight they all spoke of the good 'of Canada but their actions were something else. . Surely the government of Canada can act in its own right for the patriation of the constitution and surely it speaks for all Canadians when it asks the British Parliament to amend the BNA act before patriation. TENDERS COME IN HIGHER THAN ANTICIPATED * In speaking with Counc. Woodyard this week he points out that tenders for oiling and hardtopping for the Town of Newcastle have come in higher than anticipated. He said it certainly looked as if there would have to be a cut-back in the amount of this work to be carried out this year. He points out that the Public Works budget had already gone into the Ministry of Transportation and Communications. Opep Letter The Honourable R. They questioned Michael Babad, a reporter, and took a picture, published in January, January, of me walking with two Hospital Workers during the recent strike. Apparently, this is part of an investigation headed by Howard Morton, Director of your Criminal Division. No allegations were made and I have not been contacted personally. The obvious question is why would the Provincial Police be investigating the legal activities of an Opposition Member of Parliament? Is this an attempt to harass Opposition Critics? This type of police activity is not normal in a democracy and sets a dangerous precedent. It appears to bè an investigation investigation without purpose and I ask for an explanation. Sincerely, Mike Breaugh MPP Oshawa New Democratic Party OK given Ridg e Pine Park Andrew Orr of Ridge Pine Park informed council Tuesday Tuesday night that Ridge Pine Park Inc. had come to terms with the Regional staff and the Public Works committee that afternoon. He said he expected final approval from Regional council shortly. Orf asked council to pass recommendations from their Planning committee advising the Region that Newcastle had no objection to the Kendal News We have indeed had our ups and downs in weather this year. On Tuesday night, April 14, there was ice on the water over a quarter inch thick. Some of our farmers have fields of grain sown but it is much too cold to plant corn. I have a geranium over a meter in height with five blooms. All of you ladies that received Easter lilies this past week be sure and save the bulb, plant it in the garden about a half a foot deep during the latter part of May' and enjoy a beautiful lily about the last of September. On Easter Sunday morning the weather was fine and the attendance good. The Sunday School sang "The Old Rugged Cross". The minister called our attention to the beautiful wall hangings with, their mottoes completed by the adult class under the leadership leadership of Mrs. Dorothy Hellebust. The scripture reading was St. Luke 24:13-27. Rev. A. Tizzard chose as his subject "Easter Path's". On Saturday morning April 18, a number of Kendal friends attended the funeral of Mrs. Lyle Lowery from the Northcott and Elliot funeral parlours. Mrs. Lowery (Betha) was born on the sixth MHHMMMIHMMH line at the home now owned by Mr. G. Turner. Sb attended Kirby school an. . church before her marriage to Mh Lyle Lowery, who passed, away one year ago in , May. She was the youngest of a family of four. Our sympathy is extended to her ■daughter Mrs, Don Tennant and - family and to her sister-in-law, Mrs. Hartwell _ Lowery. The Kendal Women's Institute Institute are all very busy preparing for the bake sale on Saturday at 2 p.m. and the Penny Sale at 8.p.m. to be held in the Kendal School. We keep a Foster child in Haiti, give aid to burned out families, support projects like Participation House and this is one way we raise our money. ORONO ROLLER SKATING TO START UP SOON In speaking with Russ Major he informs us that roller skating at the Orono arena will get under way in the near future. Skates are now on their way to Orono. Major said hé expects skating will start either the first or second week of May. , PLAN TO CONSTRUCT 30 HOMES IN NEWCASTLE , 1 It is understood that a developer will construct thirty new homes in a sub-division in the Village of Newcastle .this year. The sub-division is located just south of Highway 2 in the west end of the Village. This development, approved two years ago by the Town has been on hola due to the slow demand for new homes in recent years.
