2-Ororio Weekly Times, Wednesday July 29, 1981 THE LACK OF POLICY THE LACK OF PROCEDURE 1 The Ministry report on the review of the financial and budgetary controls for the Town of Newcastle has been made public and in general falls at the feet of council for the lack of policy and the lack/of procedure. This appears to show up throughout the report in section after section. To be fair one must realize that the report did not deal with those areas of function that did appear adequate nor did it eyaluate staff. The lack of policy and procedure continually shows up from meeting to meeting and was again evident the day the Ministry was discussing the report with council, It is the responsibility of council to set sound and equitible policy and as well to handle handle like matter through a constant and sound procedure. The matter of the proposed Tot Lot in the Orono Estates ground to a halt on Monday due to the lack of proper procedure procedure and the muddling of policy. The proposal and plans had received the signatures of the Directors of Planning, Public Works, and Community Services Services on a report to the Planning Committee who gave approval approval with little objections and with all members of council present. When it came before council, it was another matter and when Counc. Harare again asked for assurance that the Tot Lot would not become a thoroughfare for cars and motorbikes, motorbikes, the whole question again opened and with doubt that this matter had been properly addressed. The proposal had not been before the Public Works'Committee or that of Community Community Services. , Counc. Prout also stated that the creation of a new park should go for consideration by the Master Plan Committee before any action was taken. It makes One wonder if individual council members run their own show and certainly is a prime example of lack of policy, procedure and a lack of control over expenditures. The Town does have difficulties in that it is a mix of urban and rural areas but this does not justify the unbusinesslike system we have put up with over the .past seven years. A proposal put forth by Councs. Hamree and Hubbard some months ago is a step in the right direction in that council has now passed a policy and forms for those wishing grants from the Town. Surely this is only the first step but the policy will be one that should bring some form of assurance that all parties are being treated equally and that financial control of those things under the jurisdiction of the Town are at least before Council.
