Orono Weekly times, Wednesday, (November 25, 1981, 5 SAM AT QU EEN'S PARK Report from Queen's Park Sam Cureatz, M.P.P., Durham East Years from now, school children will be memorizing November 5th as an important important date in Canadian History, On November 5th Ontario's Premier William Davis, led the Premiers and representatives of nine provinces provinces to sign an agreement , with the Federal Government. , for the patriation of the Canadian Constitution. Patriation means that the British Parliament will no. longer be responsible for maintaining our Constitution, Constitution, or that British politicians politicians will be called to comment comment on Canadian constitutional constitutional matters. The signing of the agreement agreement between Ottawa and nine provinces means that Canadians, and Canadians alone, will be responsible, for the development of our Constitution. Constitution. We now have full control over the way we are governed. . t • Obviously this agreement did not come about without some hard bargaining. Ontario Ontario surrendered its right to veto Constitutional changes, only to ensure acceptance of the pact from members of the "Group of 8", the Premiers who disagreed with the original patriation package assembled by Ottawa. When the opportunity for progress presented itself, the Ontario delegation moved ahead, bargaining in good faith, with the other Premiers. As a result, othérs made concessions and the movement towards the final • agreement was begun. During the constitutional meeting, some people criticized criticized Premier Davis for giving away too much. Over looking the'need for bargaining in these important conferences, this criticism forgets the important important goal which the Ontario Ontario delegation was trying to secure. Our Premier believes in a strong and united Canada. He knows that Ontario will benefit from national unity, and that our economy will be stronger when our country works as a team. That is why Ontario stuck to its guns on issues such as "mobility rights" in the Charter of Rights and Freedoms. Premier Davis believes it is the birthright of all Canadians to work anywhere in the country., ' • Ontario also continued its support for the concept of equalization: that all provinces provinces should stand on an ' equal basis before the Federal Government and that those regions with stronger economics should support growth in less developed areas. Now that the constitution has ceased to be a matter of discussion between the prates prates and Ottawa, the Ontario Ontario Government hopes the Federal Government will move ahead to meet the challenges that presently face especially economic pro- V_.ns such as high interest rates, inflation and unemployment. On his return from Ot- , tawa, -Premier Davis told the Legislature that the signing of the neW constitutional agree- • ment marked a watershed in ,our history. "Canada ceased High Priority Road to be a country and became a nation," was the way the Premier described the event. I heartily support the agreement signed on November 5th, and am proud of Premier Davis' efforts in creating the necessary con-, sen sus. With agreement on the patriation of the constitution, the way is clèar for progressive progressive measures to ensure Canada and Ontario remain strong and thriving. Beginning 14 December, three new series of 15-minute programs-- Noddy, ■ Robin and Rosie of Cockleshell Bay, and Harriet's Magic Hats-will be added to the station's lineup of exceptional exceptional television shows for children. Noddy, airing Monday and Friday at 8:30 a.m. EST, is a visual treat for - today's preschoolers. Enid Blyton's Noddy (so named because his head bobs up and down when he is excited) and her other lovable storybook characters come to life in a fairy tale community of dolls, stuffed animals, and mechanical toys. Robin and Rosie of Cockleshell Bay, airing Monday'at Monday'at 4:45 p.m. EST, begnft 14 December. The series has humor, charm and imagina- tion enough to interest any young child in the seashore and its environment. Robin and Rosie are typ- cially curious, imaginative, and lively youngsters who can see a pirate ship in a piece of driftwood or a buried treasure ip a pile of seashells. Their 'adventures take them sailing to the Rio Grands, balloon riding over the ocean, and tangling with a biscuit-loving pirate. Herrlet's Magic Hats, airing airing Wednesday at 8:30 a.m. EST, beginning 16 December, involves 5 to 7 year olds in exploring different different occupations in their communities. Through Susan's adventures with Aunt Harriet's Magfc Hats, children learn about the responsibilities and lifestyles of the various occupations. - i (continued from page 1) Hotel could be completed possibly in 1985. It was pointed out that the " rural sections of No. 2 to be re-constructed would be financed 100 percent by the province. The connecting link through Newcastle would require a 10 percent amount from the Town of Newcastle. It was estimated that the total cost of the connecting link would amount to some $250,000 to $300,000. The connecting link section would include two lanes for traffic and two lanes for parking. Council members were informed informed that it was most unlikely that the province would have monies for such a project in 1982 but could ask that the connection link portion portion be put on a priority list for 1983. The Ministry is now considering considering a four-lane reconstruction of Highway No. 2 from Oshawa to Bowmanville in 1983, The section east of Bowmanville to Newcastle would be a two lane highway at the present time. The Ministry informed council members that there were pros and cons in doing the project in one project or in parts. It was weighed there are differences as to cost. It Was pointed out that staff had been working on a design criteria 1 and cost estimate for a connecting link in the Village from Baldwin to the formér Elmhurst Hotel. The committee on Monday asked that staff extend extend their study and estimates to take in all the highway across the Village. Traces history of Junior Farmers A RURAL LEGACY- This History of the Junior Farmers' Association of Ontario Ontario is the first book tracing the development of this rural, youth organization. Author Linda Biesenthal of Kenilwôrth charts the history , of the organization back to 1914 when short courses were offered by the County Agricultural Representative. Later, Junior Farmer Improvement Improvement Associations sprung into action at the county level. It wasn't until 1944 that the provincial organization was formed. At 1 that all-day meeting, the then premier George Drew offered words of encouragement to the organization. A Rural Legacy describes the Junior Farmers' war ef fort during the Second World War. The group raised more than $ll,000 and donated an ambulance, a mobile canteen and a station wagon to the Salvation Army and the Red Cross. The book follows the association as it became a respected voice in government government and the agricultural industry. industry. About one half of the book details the chronological history of the organization. The latter half is a collection of reminiscences and reflections of Junior Farmers' yesterday and today. The 220-page, soft-covered book features more than 75 photographs, many from the Ontario Ministry of Agriculture and FoodFiles.
