Queen's M Re: Widening of Highway 2 The Ministry of Transportation Transportation and Communicàtions has recently released a report on the proposed widening of Highway No. 2 between Oshawa and Bowmanville. A great deal of planning has gone into this project. Since it was conceived, public information information meetings have been held to hear the concerns concerns of those property owners who will be affected. These concerns have all been considered and where indicated, indicated, changes made to the project plans. There has also been a good deal of consultation consultation with the municipalities affected, the government ministries concerned and others such as Hydro, Bell and-Consumer's Gas. By widening Highway No. 2 to four lanes from just outside outside the City of Oshawa's east ; limit to just west of Bowmanville, Bowmanville, increased traffic volumes will be able to be accommodated. accommodated. The 9.1 km widening and reconstruction will also eliminate the various deficiencies which contribute to a high accident rate on this thoroughfare. Improvements to traffic flow will result from re-aligning and widening of intersections and the provision provision of continuous left turn lanes. Traffic lights and bus bays will also be provided. Consequently, this should improve conditions at several accident-prone locations. That section of the highway running through Courtice and Maple Grove will be improved improved with curbs and gutters thereby improving drainage significantly. Drainage will also be improved along the highway's rural sections with the construction of standard site ditches. Hopefully, these drainage improvements will be of benefit to adjacent property property owners. Major improvements to Town tax rate up 4.47 percent for '83 only as a director but also as an actor and is always a highlight of any production in which he appears. The General Purpose Committee of the Town of Newcastle on Monday gave approval to a budget for Town purposes in which the Town would call upon local taxpayers for a 4.47 percent mill rate increase. In total the Town intends to spend, including area services, services, an amount of $9.692 million. Through the mill rate and not including area rates the Town will collect $3.772 million from local taxpayers for municipal expenditures. In determining the 4.47 percent tax increase the committee committee used a surplus of $450,000 from 1982 which was left after transferring further further surplus funds to reserves and reserve funds. The budget gave approval for some major items of expenditure expenditure in 1983 including® new fire hall in the Village of. Orono in the amount of $310,000 which includes demolition of the existing fire hall and restoration of site. It also includes funds for a new fire tanker truck and major repairs to an existing fire pumper. It includes monies for $100,000 worth of work on Preston Road, $100,000 for Golf Course Road, $36,000 for Baseline Storm Sewers, $300;000 for Scugog Road, $55,000 for signals at Lovekin crossing, $707,000 for work on No. 2 reconstruction in the Village of Newcastle and $125,000 for a salt dome in Hampton. Public works in the Town will have its largest budget and will be able to continue a practice of reducing loose-top gravel roads. The budget calls for the closing of Memorial pool in Bowmanville and the reduction reduction to six weeks for the Orono and Newcastle Village pools. In recreation the summer summer playground programs are eliminated along with some other programs. The Bowmanville figure skating club will operate without aid from the recreation department department but will receive a gras from the Town. This erantV- to be phased out over a period of years. A number of other activities will also be phased out over the next few years. The Town will now proceed proceed with reconstruction of Holt Road at $300,000, replacement of public works equipment in the amount of $236,000 and proceed with the construction of the Courtice Courtice South Storm drainage , works at $325,000. A captial expenditure of $6,460 for the Orono Park and Pool was included in the budget. The revitalization programs programs in Newcastle Village and Bowmanville are included included in the budget as projects to go ahead in 1983. The 4.47 percent municipal, tax increase does not involve costs relating to education or to the Region of Durham. St. John Ambulance The need never changes Highway No. 2 have been under consideration for more than 10 years. At one stage, there was some thought of relocating it to the north but this- was rejected. I am therefore pleased to see that those improvements which have been recommended for this highway will now be carried carried out, and construction is proposed in the summer of 1984. The Town of Newcastle will receive $112,800 under the Canada-Ontario Employment Employment Development Program to undertake three projects which will create 12 jobs over 282 work weeks. The first yf these 'projects involves renovations, such as painting, painting, carpentry to such public buildings as the Darlington Sports Centre, the Bell Building, The Bowmanville Library, the Orono Armoury Building, the animal shelter, Hampton Hall, Haydon Hall, Orono .and Newcastle -• Town Halls, there will also 0e clean up work in the grounds of Zion Park Hall, Memorial Park and brushing of abandoned cemeteries. I am pleased to inform Herb Tjnk that the Town of Newcastle's application for the Solina Park- Athletic fields for a Wintario capital grant of $42,414 for further deyetopment work, has recently been approved by the Minister of Tourism and Recreation.
