ESTIMATE A 25 PERCENT INCREASE The Region of Durham Social Services Committee has revised its anticipated welfare costs for the year 1983. In late 1982 the committee had estimated an increase of 48 percent. This figure was revised last week to a 25 percent increase due to an improvement improvement in the economic conditions in the area especially with GM now back to full production. production. > If the increase in case loads does reach the 25 percent figure it is .expected that 49,000 would be on welfare iri the Region in 1983. This would be up 10,000 over that of 1982. The program mainly funded by the province province would increase to $14,7 million. About 20 percent of the cost is provided through the Region of Durham. EXPECT FIVE PERCENT INCREASE The Region of Durham is now expected to be within a five percent increase on 'its annual tax bill. The figure is in line with the Federal and Provincial guidelines. Earlier this year the Region increased water bills by five percent and weeks later found they had a surplus of almost $2 million from their 1982 operation. Some of the surplus is to be used to correct cellar flooding conditions ,in the City of Oshawa caused by storm water being directed into the sanitary sewer system. STILL BELOW PROVINCIAL AVERAGE Although drop-outs from the Northumberland Northumberland and Newcastle Board of Education system is greater this year to the end of January 1983 than in the same period in 1982, the average drop-out is still lower than the Provincial average. The Board has been told that 289 students dropped out from secondary education in the Board's jurisdiction in which 7,080 students are enrolled. The yearly Provincial drop-out average runs around 8.2 percent while for the entire schdol year 1981-82 the average in the Northumberland Northumberland and Newcastle Board of Education area was seven percent. A report to the end of January 1983 showed 23 students had dropped out of a total enrolment of 604. NOT SEVERE ENOUGH Inspector Brown of the Regional Police «pertinent in speaking to the Oshawa Board of Trade stated that in his opinion sentences being handed down to criminals is not severe enough and that the judicial system is unfair in some cases involving murder. He said judges never see the victims victims of murder or the scenes. "They only see the trial scene." he said. The Inspector spoke of the use of the polygraph machine and told of its value in solving crimes. He said he was amazed that such tests are inadmissable as evidence. MISSING OUT ON LOW-COST HOUSING HOUSING Claude Bennett, Minister of Housing, has stated that Oshawa is losing out in providing providing low-cost rental'units in the City. He further points out that such rental units are entirely funded by the Province and the Federal Government. Oshawa does not qualify because it does not have a non-profit housing corporation. Oshawa considered such a proposal in 1982 but took no action in setting up such a corporation. corporation. V It has been reported that there is a need in Oshawa for low-cost rental units and as well senior citizen units geared to income. MAY HIRE NEW RESOURCE TEACHERS FOR CURRICULUM The Northumberland and Newcastle Board of Edupatiqn has given tentative approval approval for the hiring of three new resource staff at a possible cost of $120,000 annually to co-ordinate curriculum and activities in the areas of computer studies, primary and junior studies, up to grade six. The Board does not, at this time, have a computer resource teacher. The trustees were told that there are more, than 100 microcomputers, in use in the Board's schools and there was a need to integrate computers in with curriculum. Bob Wilsher, Ward 3 trustee, stated the committee in their recommendation had not provided the trustees with enough information information or to justifying the hiring of the consultants. He further pointed to restraints in funding at this particular time. Ian Wilson, Board Chairman, said it was not the responsibility of the committee to consider financing such a program and that such would be considered in setting the budget. Bill Carman, Chairman of the Finance , , Committee also stated that although Boarji may give tentative approval to adding extra staff at this time it did not mean it would gain final approval in setting the budget.
