2-Orono Weekly Times, Wednesday, May 18, 1983 LOTS OF DEBATE HERE The presentation of the Master Plan to the members of council for Culture and Recommendation should create considerable debate and comment especially as to the proposal of.setting up a special committee committee of local citizens and some Town staff to be know as the Newcastle Community Service Planning Board. We suspect the purpose of the Board is to bring citizen comment to the fore and as well help meld a community that through its geography is fragmented. The Board, of course, does not have the power of council, but it does have considerable influence or would have if it develops to the degree as suggested in the report. Many organizations will see it as creating further red tape and no doubt it will be case. On the other hand it could well bring a greater understanding of the Town's position in matters and the process in which recreation and culture could or should develop in the municipality. , The Town now has a Community Services Department and one might wonder where it would fit in with all recreational and cultural developments being directed through the new proposed committee. It would appear that the Town Department could well be reduced to maintenance programs and of course the continuation continuation of the operation of some of the Town facilities. Over the past couple of years the Town has opted out of certain programs, none-thedeast being the summer summer recreational park program, opting out of soccer administration administration and more recently taking steps to have such as the Bowmanville Figure Skating Club operate its own program. One may question where does this leave the Town in the position of recreation. The Master Plan did not address this question at all. Mayor Rickard makes the point that such a committee committee did operate in the Town for a couple of years but it fell by the wayside. There is likely little different from the proposal now before council than was the purpose of the earlier committee with representation from all across the municipality. We would think that people promoting a special program within the Town for either recreational purposes purposes or culture would like to speak directly to the elected members of council. After all they do have the final say and with some backing of Town policy should be able to give a concise and direct answer. No matter what the case for the main thrust of the Master Plan study it surely should bring forth considerable considerable debate. Here in Orono the minor sports programs have operated successfully for ÿears outside the scope of council and no doubt would wish to continue in that vein without too much interference. It was pointed out that the recommendations should not be construed as representing a lack of faith in the competence competence or resilience o£„the individual individual boards. , The Master Plan would not change in any way the operation operation of the two museums in the Town of Newcastle who would continue to operate separately and report directly to council. The report calls for the proposed Planning Board and council to continue to support the Solina Park Board in the development of a local park and that the project project be promoted by the Planning Planning Board. It also calls for the Planning Planning Board and Town Planning Planning staff to work closely with the Baseline Hall Board to locate a site for a new community community centre. The Master Plan suggests that the Memorial Outdoor pool in Bowmanville be abandoned abandoned and dismantled unless some organization wishes to continue with the operation and the expenditure of some . $10,000 worth of repairs. The plan asked that the proposed Board pursue an agreement with the School Board for upgrading of school sports fields which would add to accommodation accommodation of further use. Recommendations also in- >■ * eluded the installation of lights .at the Soper Creek baseball diamond, the Memorial Park north diamond, diamond, both in Bowmanville and the encouragement of a service club to assist in installation installation of lights at the Newcastle Village park playground. The Master Plan called for the replacement of the Bowmanville Arena preferably adjacent to the Fitness Centre at the Bowmanville High School prior to 1978. It is proposed that the arena be so constructed constructed that it could be expanded expanded to a twin pad. , The estimated costs was placed at $1.7 million. The report also suggested that financial involvement of the Town of Newcastle in capital projects not be more than twenty-five percent of the total cost. The downtown board has completed tree planting on the west side of the business section and arrangements have been completed for the planting of the flower boxes. For many years 1 have welcomed our pair of Baltimore orioles back to our maple trees on May the tenth. This year they did not return until May the fifteenth. In other words, spring is five days later this year. The 'oriole with its brilliant plumage must wait till the leaves are out enough to hide it. Often we hear its rich note before you see it. Sunday was the United Church Women's Thank Of-' fering Service. Our guest speaker was Mrs. Susan Peacock of Elizabethville. She illustrated her talk to the children on "Time" with' several articles including, a cuckoo clock. They agreed they shouldn't waste time but be happy and helpful. Then Janet Youngman sang very beautifully, "1 will walk dear Lord with Thee". Our président, Mrs, Dora Youngman introduced the speaker and read the scripture scripture Psalm 118: 19-24 and II Corinthians 5: 17-21, 6: 1 & 2. The topic was. "This is the Day the Lord has made, we will rejoice and be Glad in It." Psalm 118 v 24. Athletic Meeting (Continued from page'1) The Association is reported to be in sound financial position position and is looking fo'rward to a most successful year in summer sports both in baseball, soccer and girls softball. In baseball the Association is sonsoring two PeeWee teams, one Tyke team, T-Ball and one Bantam team in the EOBA. In girls softball the Association has some six to seven teams registered and as well a good number of teams sponsored in soccer. The Village does have a lack of playing fields with Slow-Pitch ball, and the numerous teams under the banner of the Athletic needing playing fields. To alleviate this problem the Athletic expects to undertake the tiling of the north area on the east Public School /property /property which would then allow for the development of a second second soccer field in Orono and could accommodate other programs under the sponsorship of the Association. We were pleased to have visitors from the Garden Hill congregation. congregation. , On Wednesday afternoon, • May 11th, the Kendal Women's Institute met at the home of our newest member, Mrs. W. Davis, who lives on the former Hathaway farm. ■ The meeting was opened by the President, Mrs. B. Holland, who led in the singing singing of the Ode and the Mary Stewart collect. The minutes were read by Mrs., J. Dykeman and the treasurer's report of the Penny Sale given by Mrs. Del Gossoh. There were fifteen members present - one visitor and Miss Debbie Davis, the daughter of the home, who had consented to demonstrate "Stretch and Sew" techniques. We then movçd to 4 the spacious sunroom where Debbie had arranged -the beautiful garments she had made. She said it was very easy to make 'lingerie for little folks. She made panties for a four year old, sewed on pretty lace and answered all our questions. The ladies were so interested interested .some of them asked * her if she Would teach a class.- This she said she would be willing to do. She was given a hearty vote of thanks fôr a most in- • teresting demoiistration. Lunch Was served by our hostess ' and Mrs. Barb Holland. The next meeting is to be a pot kick luncheon at 12:30 on the lawn at Mrs. Helen Henderson's on our regular day, June 8th.
