Citizens Must Now Become Involved It is expected that a decision of the Town's General Purpose committee will be ratified by council this coming Monday in that the Town is prepared within the next few years to provide funding for a new . Bowmanville Arena to an amount of twenty-five percent percent of the cost of the proposal.. The possibility of a new Bowmanville arena came before council in their five year capital forecast earlier this year and the Bowmanville Arena entry has been cause of debate and postponement of approval of the guideline budget proposal. Council members have been stumbling over whether monies' should be raised through debentures or 'other sources'. The decision by the Town committee on Monday that the Town would become financially involved to an amount of twenty-five percent of 'the cost clearly outlines the Town's position in the proposal and must give the message to Bowmanville residents that if they want a new arena they mus't put forth the effort to gain other sources of funding in order that the proposal may proceed. The action of the committee gives a clear indication indication of what must be done and with the decision coming at this time it provides ample time for interested Bowmanville citizens to organize for the promotion and funding of the arena which could meet the time table of completion in 1986. The decision of council members came off a motion motion by Mayor Rickard and Counc. Cowman and we must agree that it gives the proper direction. It was the case in the construction of the Newcastle Newcastle Fitness Centre where interested citizens started the ball rolling and then assisted in creating funds for the venture with the Town assisting. It has also been the case with the Orono and Newcastle arenas and such as the Tyrone recreational complex. These projects were' successful in completion because of citizens involvement with a keen interest. The Master Plan proposal for Culture and Recreation for the Town of Newcastle makes mention of a twenty-five percent capital cost involvement of the Town in such projects as the Bowmanville Arena. According According to Mayor Rickard the Town did provide almost twenty percent of the total cost of the Orono Arena $190,000 through the cost of interim financing and other charges such as engineering fees. Council should make known their position early in the game as they may well do in the case of the Bowmanville Arena come this Monday at council meeting. The 'puck' then rests with interested citizens in Bowmanville whether or not they have a new arena and the cost to the general taxpayers in the municipality will be controlled. Bowmanville has just écorne off a successful celebration of their 125th bifthday and a few years back • built the Fitness Centre which provides year-round recreational facilities for all ages in the community. The challenge is now out again. If you want it you can have it with" your efforts. It Came As No Surprise The content and. recommendations of the recent report of the federally appointed labour-management Auto. Task Force camé as no great surprise. It, was predictable that a Canadian content would be recommended recommended and such was the case that 60 percent content, be instituted by 1987. " » , . Firstly the Task Force made up of labour and management had to bè biased and could hardly take any other course. The federal government certainly can be faulted in the content -of the Task Force and surely it would have appeared more logical if the Force had contained contained some representation with expertise relating to the overall picture of economic affairs in the nation. One faucet of the economy can hardly be taken in isolation. It is understandable that Sam Cureatz and Mike Breaugh, both local M.P.P.s .from an auto industry area, support vigorously Mfe recommendation of Canadian Canadian content in imported vehicles. Don Hackworth, president of GM would also be expected to come out in favour of the same recommendation having been part of the decision process. Interesting enough the seven leading industrial nations of the world met recent I v in conference in Williamsburg and one of the main items of discussion was a movement to freer trade options throughout the world. This would hardly be the case in establishing Canada, 1 contents restrictions. President Reagan o.f the U.S. in commenting of a similar proposal in the U.S. said .it would be a 'cruel hoax' io take such action and that such action would Letter to Editor Dear Mr. Forrester: As you know, the Town of Bowmanville is celebrating its 125th anniversary this year.
