Russell Ramsay has introduced an amendment to ' the- Labour Relations Act which will prohibit professional professional strikebreaking and strike-related misconduct such as intimidation, coercion coercion and provocation on the . part of either an employer or union. . While we generally enjoy a stable labour relations climate in Ontario, recently there has been an-increase in» the number of security firms engaged to disrupt legal strike activity. This interference has the potential for escalating labour disputes and prolonging prolonging their resolution as was seen with the involvement of Securicor in the strike at Automotive Hardware. The proposed legislation, unlike the anti-scab Jaws in Quebec, does not prevent the carrying on of business in a lawful manner during a strike or lockout nor .does it prevent the protection of persons or properties by lawful means, it is simply designed to forbid employers froTn hiring a third party to interfere with or disrupt a legal strike thereby preventing the dispute from being conducted in an orderly peaceful manner. Over the last seven years Ontario municipalities have been expressing their concerns concerns to the Ministry of Transportation and Communications Communications at an increasing rate over the lack of control of off-road vehicles such as trail bikes. Operators of these vehicles have annoyed local residents by making excessive noise and driving in populated areas such as school yards and parks where they are a danger to the public. The municipalities complain complain that public property and the natural environment are being destroyed by the uncontrolled use of these vehicles and since there are no means to identify them, damages have to be paid from the public purse. To address all these con cerns, the Minister of Trànsporation and Communications, Communications, the Hon. James Snow,' has introduced a. bill regulating all motorized two and three-wheel vehicles with the exception of farm machinery, road building machines, golf carts and ■ vehicles .for (he physically disabled. Owners will be required to register their vehicles unless they are already licensed rnnder the- Highway Traffic Act. There will be a one-time registration fee valid for the lifetime of the holder'. Registrants must be 16 years. ' of age and over. Every vehicle will be issued a permit and plate which will enable vehicle owners to be readily identified. First draft of watershed plan Mr. Jim Tedford of the Ganaraska Region Conservation Conservation Authority presented the first draft of the Watershed Plan Jo the Town of Newcastle Newcastle council members on Monday Monday in which it was stated that the Authority's solution to problems within the watershed watershed areas were to be preventative preventative in nature. Tedford said solutions encouraging property property owners to carry out projects and undertake pro-_ per land management have been given a high priority. It was pointed out that five major program areas have been established including floodplain management, water management program, water-related land management, management, community relations and recreation program. Tedford stated that areas within the watershed have been given priority for implementation implementation of the authority's authority's programs such as erosion control, forest management and wildlife management. The Hunter Creek south of the fourth line of Clarke has been given number one priority while the Orono Creek has been given number two priority. With the exception exception of third priority which is the Cobourg Creek the remaining remaining priority areas at Ihis time are in. the Town of Newcastle. ■ Tedford said such a floodplain management will be carried out equally throughout the Ganaraska Region during the life of the plan. During a question period by council members, Counc. Taylor asked if the Authority had worked closely with tha Ministry of Agriculture .ana suggested that the development development of wildlife areas did create predators whiçh were a cause of concern for farmers. Tedford said he had not considered this nor had been in close consultation with the Ministry. He said they had not intended to do so. Both Taylor and Mayor Rickard suggested that the Authority work closely with the Ministry. Through a question by Counc. flamre it was pointed out that taxes paid to the Town by the Authority following the adoption by Newcastle of market value assessment had increased from $3,600.00 to $31,000.00. Counc. Hamre in support of the interim watershed plan stated that the course to take preventative measures was a less costly course. In referring to land acquisition she said that this becomes too costly due to taxes qn the land for such a small authority. "1 have been, given the message that we not go over, five percent," percent," she said. Land acquisition, acquisition, she said, is a last'resort in the management plan. Counc. Hamre referred to. the fact that the watershed committee had backed off the turn over of some conservation conservation areas which were determined to have only a local interest. She said it is costing the authority $20,000 to $23,000 for the maintenance of these parks in some urban centres and,due to loss of provincial grant it is really costing the Authority somewhat over $40,000.00. Terry Edwards, director of planning, reported that staff had not had sufficient time to compile a report but pointed out that the present plan was an interim plan and that the department would be submitting submitting a report. Edwards points out that • unlike the Central Ontario Conservation Authority plan the Ganaraska has not clearly, defined a long term property acquisition program. He said it was staff's opinion further definition and detail would be a desirable addition to ihc plan and of particular importance importance to land use planning decisions. Council members gave approval approval lo the interim plan. The Authority is to hold a public meeting sometime in September and will again appear appear before the Town of Newcastle council. '82 aggregate and rehabilitation review Lindsay District construction construction industries and aggregate producers had a difficult year in 1982. Compared to 1981, aggregate production decreased by 12'A percent. 1 Licenced pit and quarry operators produced 7.77 million tons of aggregate, about 95 percent of total district production. The remaining remaining 5 percent, .45 million tons, was produced from temporary wayside pits to accommodate various municipal and provincial roat| construction projects. Over 80 percent of the 1982 production was derived from sand and gravel deposits. The balance was quarried from limestone, shale, basalt and granite deposits. Products included included cément, concrete aggregates, aggregates, crushed stone, dimension stone and roofing granules.
