Judge E. R. Lo.yekin speaker at Appreciation night C.S.O. Program a leap forward - Judge Lovekiu Judge E. R. Lovckin in address- ing the third annual Newcastle Community Service Order Programme Programme appreciation event last , Wednesday evening said it was his view that the C.S.O. program was a marvellous program which represents a great leap forward in the field of crime and punishment. He said he intended to speak of the law and the C.S.O. program. In speaking of the' law Judge Lovekin said it was a method, a method tried and true which could ■ go on producing new and better ways and means as times and circumstances circumstances permit. Judge Lovekin pointed out that Dean Roscoe Pound of the Harvard Law School in Boston stated the law as social engineering and this said the Judge was the second best definition he had heard to his own. Judge Lovekin told his audience, "it .will .be you and other good citizens and taxpayers who will ultimately give the social go-ahead to better solutions." He had said Judge E. R. Barb was awarded a cash prize of $100.00 and will now go on to represent this area at a public speaking competition in Ajax on, by Janette Desousa The General Purpose Committee of the Town of Newcastle on Monday Monday voted 4 to 3 to have the Town's Public Works department take over, the pick-up and disposal of garbage from Orono, the Orono Estates and the Village of Newcastle. If the proposal proposal is supported by council on Monday such operation would go into effect on the week of March 31st, 1986. It was reported by Public Works that the cost would be some $30,000 less for Orono and Newcastle residents with the town taking over the contract rather than continuing with Browning Ferris. Member^ of the Town of Newcastle council are to meet with the chairmen and curators of both the Bow.manvillp and Clarke Museum boards, along with the chairman of the Newcastle Community Community Service's planning Board to discuss the future direction of the both museums. '■ The meeting is being called due to the extensive plans, now on hold, by both, museums' in, the nature of capital works. The Bowmanville Board looks to implement' the recommendations contained within a feasibility study which * would create a former businessman's home in the community. community. The Clarke Museum is interesting interesting in adding to their building holdings in the old Kirby School House museum. Both proposals require require considerable financing on the part of the Town. Last year the NCSPB undertook and extensive study of^he museum operations within the Town and submitted their recommendations to council which has taken no action action on the recommendations. The report limited^unding on operation and tied capital funds from the town into amounts of money to be raised by the individual boards. On Monday Counc.'Hamre asked asked that the chairman of the, NCSPB board not be. included in the meeting with the museums as this organization has already made its report of its findings and that the' decision to be made at this time was a political one. The motion lost. She said a lot of people have put a lot of time'into development of the museums and that it 'would be a disappointment if council answered No to their requests. On the other hand she said their plans would require require a significant amount of tax money which would have to*be borne by the residents' of 'the municipality. . Counc. McKnight asked 1 if the- decision to be made was hot a business decision to which'Counc. Hamre answered that a good political decision did contain good business sense. In a report the Chief Administrative Administrative Officer, Dave Johnston stated that it appeared unlikely that the Town could fund such expansion plans as such funds were committed for the next five years. Places second Don DeVries placed second at the; OFSAA wrestling tournament held at Brock University in St. Catherines., There were over 600 wrestlers involved u the tournament tournament and each had to-qualify from his own area. Earner Don had placed placed 2nd in COSSA which qualified hjm from his area. There are 16 different different areas throughout Ontario with thq two top wrestlers from each area going on to OFSAA (All Ontario). Don competed in the 177 lb. or 80.5 kg. weight class. There were- 34 competitors jn each weight class and the competition was very tough. Don has been involved in the wrestling program at Clarke High School for 3 years. This is a growing sport with great interest and competition competition developing at the high school level acfordipg to his coach, f Tom Jackson who has been at Clarke for five years. In addition to his achievements Don has won the Kawartha Region Wrestling Championships Championships for the past three years and he will be competing in several morp meets and tournaments in the coming year and toe wish him every success.' t by Janette Desousa
