' The Town of Newcastle council on Monday evening passed a by-law authorizing the construction of a nèw administrative centre for municipal operatidps which includes includes repairs and renovations to the existing Bowmanville , Town Hall along with a new addition to the west of the present building. In the by-law the cost is estimated at $5 million bding 1 financed through the issuance of a $2.5 million debenture and $2.5 million from Current Revenue. 1 The by-law. does not take effect until approval has been obtained frorp the Ontario Municipal Board. She said the amount was above previous submitted figures.* J. R. Blanchard, treasurer, said construction costs had been estimated at $4.3 million with a computer system estimated at $400,000 and a possible over-run of $300,000 being estimated. He said the $5 million figure did not include the cost of furnishings. The treasurer was also confident that the project would not impact on the taxpayer either for capital or interest charges. He said he even doubted a debenture debt. He noted that a number of existing debentures were being retired over the next few years and as such cease to be an annual expenditure.
