Council clarifies Special Events town by-law The Town of Newcastle council has clarified its Special Events bylaw bylaw through the addition of an amendment on Monday night. Ron Strike of Strike and Strike, in speaking to council, stated that the by-law before council was not what he thought was the intent of council and certainly not the intent that he understood from last Monday's Monday's meeting. He said parts of the by-law were indeed vague and if presented to the Ontario Municipal Board would certainly be struck down. Srike was presenting his case for a client who has opposed tractorr pulls at Thistle Valley Park, north of Bowman ville, on the grounds,of noise. ' Strike said his client was most reasonable to accept one, such (tractor-pull) event a year but that the by-law coming before council did not limit such high noise events only to one during the year. Strike suggest it had been the intent intent to limit special events on any one property in the Town to seven days in a year and that of the seven one could be of a high noise nature for a period of no more than three days. Most of council agreed this had been the intent and an amendment . carried to include the one only high noise event for a period of no more than three days. Counc. Stapleton opposed the amendment stating that it had not been the intent of council to limit such as a tractor pull to only one a year. $30 million retirement home complex coming Penryn Golf Course in Port Hope is soon to become the sight of a $30 million retirement home complex complex with the first six units to be built by this December. Bill and Pauleen Carrick are in partnership with Halminen Homes Ltd., Bowmanville, in the project. A recent report to the board shows Hope. Township asks from $1900 to $3800 for .a rezoning to allow day care facilities in a'school within the Township. Alnwick township asks for $500 while Murray, Percy, Brighton and Campbellford range in cost .for the rezoning from $100 to $200. Co bourg, Port Hope, Colborne, Village of Hastings, Halimand, Brighton and Cramhe Townships permit day care facilities in schools without rezoning. , •The Town of Newcastle recently waived a charge for rezoning to allow day care.
