Cegion makes move to costliest Board oppose Eldorado plan ings relating to the proposed Consumer's Consumer's Gas liquified natural gas The council of the Region of Durham will consider, to day, Wednesday, a recommendation ' from ,a joirit meeting of the. Management Committee and the Planning Committee that the Region establish a sub-committee to oppose any use of land in. the Region for the disposal of low level , radioactive waste. • The joint committee meet over tHe issue of Eldorado Resources placing for consideration a site in Newcastle for the permanent burial of low level waste from Port Granby, Granby, Welcome and historic waste from Port' Hope. The sub-committee would com- 1 prise the Mayors from Newcastle, Oshawa, Brock along with a member from the Regional planning planning committee, the Regional chairman chairman of finance and two members from the Town of Newcastle/ The Town of Newcastle on Monday Monday night appointed Councj Hubbard Hubbard and Counc. Cowman' to the committee. / According to Counc. Hamre the sub-committee is to prepare a plan of action which it'would present to council in two weeks time for approval. approval. Counc. Hamre said she was confident confident that the sub-committee will be approved by council as all Mayors had attended the joint meeting and gave their approval to oppose the locating of Eldorado waste in the Region. She also stated that during discussions at the joint meeting it was considered that it would require a minimum of $200,000 for legal and technical fees to oppose the waste site proposal. The Counc. again said she expects the Region to give approval for the expenditure of $200,000. Counc. Hamre said she was of the opinion that the federal government government should have appointed an independent independent panel to choose the sites for consideration rather than having having delegated that responsibility to Eldorado Resources. She said Eldorado has chosen the nearest and cheapest alternatives. Township honoured Quantrill Hope Township honoured former Reeve Howard Quantrill at an appreciation banquet held in Bewdley last week. Quantrill was a member of the Hope Township council for a period of 23 year, 17 as reeve, one as deputy reeve and five years as a councillor. The group were invited by Caccia to express their concerns to him about nuclear waste disposal in the area. Moffet said the Starkville site had been a disappointment following examination of the test drilling samples. He said the glacial tile had lacked depth and there was found to bç extensive deposits of waterbearing waterbearing sands and gravels quite close tb the surface. He said the site could not provide the high degree of containment required for the Wastes in an engineered, burial disposal facility. Moffet said in contrast the Tyrone site was very very good containing containing a thick glacial till averaging 80 feet in depth, twice the depth of an engineered burial trench. He said the till had a relatively high clay content and was underlined in part ,by a 16 foot band of dense impermeable impermeable clay. He said thf test holes at the Tyrone site wère all south of the hydro line, farthest away from Tyrone and it would be the intent to locate such a system of. disposal in the southern area. The project manager then spoke of limestone caverns stating that all properties in Newcastle and Hope sat on top of a vast expanse of limestone bedrock. He said Tyrone the limestone is close enough to the surface to permit the construction of caverns but sufficiently deep to place the waste below any source of drinking Water. He said the Regional plan confines growth to infilling. He said the official plan has been approved by the Region, the Town, the Ministry of Housing and the Ontario Municipal Board. Moffet then pointed out that the proposed Highway 407 which Wquld pass south of Tyrone.and ' north of the Eldorado site would uSe more agricultural land than would"the proposed waste site. He said further the highway would act as an additional bearer between the hamlet and the site. Moffet. was asked why the Municipalities had not been brought into discussion over the proposed sites to which he answered that djscussion had been held over the'past five years until such time as the municipalities broke off discus- i sion with the company.. He further stated that the company is eager to resume consultation with municipal councils and with communities and* would hope such would resume in the near future.
