Low Farm income The Critical Issue Farmers Tell Peterson In a meeting .with Premier David Peterson and the full, provincial Cabinet, leaders of 'Ontario's agricultural community today demanded increased financial support support for the province's beleaguered farmers. 1 "If being poor means earning less than $10,000, then we have 22% more ■commercial farmers befow the poverty line than we did a decade ago," stated Harry Pelissero, president president of the Ontario'Federation 5f Agriculture. "In fact," he said, "families who depend on the farm for the majority of their income are four times more likely to be pOor than those who.look off-farm f6r their means of livelihood." ' Pelissero headed the OFÀ seven- person Executive Committee who ' presented their annual brief to Cabinet. The farm leaders argued that government support for Ontario's Ontario's farm industry falls well below the national average, and lags behind support given by other provinces. Government assistance per dollar of farm production in Ontario is 82% of that provided in Alberta, 72% of that provided in Saskatchewan, and less than half of that prpvide'd in Quebec. The four provinces together account for over 82% of. agricultural production in Canada. The OFÀ asked the provincial government to increase its financial support particularly to commercial > farmers, and to establish a new provincial provincial emphasis on rural development. development. Other major recommendations to Cabinet included: - significant improvements to the crop insurance program, calling for additional provincial funds and negotiations to change federal legislation,- - modifications to the stabilization program so that cost of production can displace historic prices as the key element in the pay-out formula - intensification of efforts to improve improve commodity marketing - a call for an extraordinary deficiency deficiency payment to producers in 1986 to maintain operator viability in the face of collapsing commodity prices - implementation of the agrimortgage agrimortgage concept., regardless of federal participation. - maintenance of Ontario's vigilant stance with respect to agriculture in Ü.S. -Canada trade discussions , - a province-wide initiative to improve improve waste management, including: including: * more and better information on current and alternative waste management practices ♦revised standards and regulations regulations for the siting and operation of landfills * funding for research - consideration of other initiatives to improve the financial situation of Ontario farrners, including: * mortgage insurance for' rural properties * negotiation with the' fédérai government and other provinces to remove provisions in regional programs programs that affect .farmers' competitiveness competitiveness within Canada * further integration of financial financial assistance programs for farmers * allowing private mortgages under ' the Beginning Farmers' Assistance Program. .
