dam Cureatz at Queen's Park , Ontario's Nuclear Emergency Plan ■ In thé wake of the Chernobyl nuclear accident, the provincial government examined the safety of our nuclear power installations and drafted a Nuclear Emergency Plan. In the event of an emergency, the Province will take control of a stricken facility as soon as possible, maintaining an open and truthful line of communication between the emergency operations centre, the public and the media. Members of the Committee who formulated the plan recognized that human or mechanical error can result in an accident and have developed the plan accordingly. The purpose of the plan is to protect protect the public health, safety and well-being of Ontario's population in the event of a nuclear emergency. It outlines principles, policy, and the responsibilities of various ministries and organizations. If an emergency were to occur, the nuclear facility would first warn provincial and municipal authorities. At that point, the provincial provincial operations centre would'be activated to control operations and direct activities/' Between 50-100 municipalities have their owh emergency procedures procedures and can decide either to place the area on stand-by or activate activate the plan. If an evacuation is necessary, municipalities designated in the outline evacuation plan will be prepared to receive and care for the people under their jurisdiction. Municipality plans also provide for the establishment of reception and evacuee centres. It is expected that most residents will be able to evacuate tinder their own arrangements. Vehicles however, would be provided to move those evacuees who are unable to furnish their own transportation. Ambulances and special vehicles will. also be provided for special needs groups such as the ill and the handicapped. There are even special arrangements for the evacuation bf •children and pregnant women. Notification will be given to pee,- ple within the affected area and to ' those who can give assistance to the public within the Primary Zone 1 , which in our case, is all of Durham Region. The regional Municipality of Durham and the Municipality of Metropolitan Toronto, which is in the secondary zone, are the designated municipalities, both of which maintain emergency municipal plans. Last summer, in conjunction with federal and U.S. officials, the province conducted a successful mock evacuation and emergency ■ treatment around the Pickering nuclear plant. A similar exercise is planned this year near the Bruce plant on Georgian Bay. Even if an accident were to occur, Ontario Hydro says a nuclear meltdown such as the one at Chernobyl Chernobyl could not happen here. And the worst accident visualized would still not be anything as extreme as the nuclear disaster in the Ukraine. When thinking about the worst that c ( an happen remember Canada's unblemished safety record in the operation of nuclear generators. J.C. Runnalls, Chairman for the Centre for Nuclear Engineering, Says that in 139 reactor years of operation there has never been a fatality or an injury to the Canadian Canadian public involving radioactivity. Nor has there ever been a release of radioactivity from any of our nuclear generating stations that resulted in a measurable radiation dose to any member of the public. No Ontario Hydro employee has ever been injured due to radiation and there has never been a serious radiation exposure. There is always a chance that something can happen and if it should, we are ready to deal with it.
