WOODS, WILDLIFE By Mike Singleton Untaxing Nature - A Whose Time Has Come The Ontario Government has committed itself to "untaxing nature. 1 ' It's an important step, which will give a boost to natural area protection, and to landowners acting to protect wetlands and biologically unique sites. The commitment was but a few sentences, almost-buried in a speech by Premier David Peterson last Wednesday. But their importance was not missed - either by the audience, audience, or by the Federation of Ontario Ontario Naturalists, which has been pressing for the change. For years, Ontario's property taxation structure has failed to provide provide incentive to landowners protection protection natural areas in the public interest. interest. More than that, the structure has prodded a powerful disincentive, disincentive, encouraging some landowners to destroy sites. ' At present, property taxation is based upon a series of assessment categories - including agricultural, commercial, residential and industrial industrial categories - assessed at different different rates. There is no category for natural area, and all categories, are narrowly defined, except residential: The result is that private landowners and even conservation authorities are assessed residential tax rates on marshes, wild escarpment escarpment cliffs, endangered species habitat and an array of other sites. Not surprisingly, authorities and organizations have become hesitant to buy or even accept gifts of land, fearing their ability to meet tax costs. Some landowners whose property property category has recently been reassigned have had 10-fold tax jumps. In addition, lands in agriculture receive a 50% tax rebate (which is a sound move, strongly sujpported by the agricultural community.) Natural lands don't. So, landowners landowners have a powerful incentive to convert marshes, bogs an other critical habitats into even-marginal agricultural uses. BUILDINGS FOR SALE Miracle Span Fall Specials. K1C 1E5. ' The decision to correct these imbalances imbalances comes at a critical time, as many municipalities are con- templatin a compete updating of their assessment base used for tax purposes. There are several different mechanisms between which decisions decisions have yet to be made. One involves a straight 50% tax rebate, like that for agricultural and managed forest lands. This would at least overcome the incentive to convert properties with tremendous value to society (but little economic return to the landowner) into other , marginal uses. A much more creative approach would be the creation of an additional additional assessment category - to be used only for sites of great biological. importance. This category could be assessed lower taxes, reflective of the landowner's contribution to society. It could even be 'married' with a commitment commitment to manage the site for its biological values. And that would provide a (preferable) alternative to government attempting to buy every important site under threat. A third option would be to provide provide incentives, monetary or otherwise, otherwise, for landowners protecting im portant.features. Those concerned with the longterm longterm quality of Ontario's landscape - upon which all ultimately depend - should be; encouraged by the commitment, commitment, It's a far-sighted beginning beginning which (with follow through), will benefit Ontario for decades to comp.
