Cowman, who said she had attended two meetings of the sub-committee, although not being a member, said the elected members of council are outnumbered by staff members on the committee. Counc. Hamre said that staff do not have a vote on a sub-committee of council. - Counc. Cowman then moved, seconded by Mayor Winters that the Town proceed with construction construction of the arena on a design-tender process and going the traditional route for such a project. The motion motion was not put. The Mayor did say the water supply and site could be considered in another discussion. Counc. McKnight said the discussion discussion may be premature and he further further stated that he did have a written written report for council. He said many facets had been considered by the com#nittee. He said "he had asked that the matter be considered in camera due to the fact that a selection may be made following the review of the report. Counc. Wooten said he saw little use in the sub-committee and that it should be dropped. "We are not getting anywhere", he said. Counc. Wotten moved that the sub-committee be dissolved but ' received no seconder. Council members decided then to have the report submitted to council and that council would take their noon break following which they would then discuss the report. When the half inch thick report was submitted council members voted to refer it to a special meeting of council to be held on Friday. To take part in UIC program After considerable debate the Town of Newcastle General Purpose Purpose committee gave approval for the Town to participate along with Darlington Provincial Park in a UIC Job Creation Program. The program will provide seven workers for a period of eighteen 1 weeks for works to be undertaken in both the park and the town. The total cost of the project has been set at $58,093 of which amount the Town will carry $1,839.00. The Community Services Department Department outlined a number of projects to be undertaken within the Town including painting at the Darlington Sports Centre. Also included were painting in the stairways and court room two at fire hall No. 1, complete complete interior painting at the Animal Control building, renovations at the parks depot and brushing and clearing clearing at' Soper Creek and Westview Heights park. Mayor Winters asked if there was a work schedule to which the Director Director of Community Services said a report would be submitted following following completion of the project. Counc. Hamre said, "Let's get going, much' of this work should have been done sometime ago." She said there was little cost to the Town as- was in other instances when the program was used. Mayor Winters said the program should not be used for the day to day maintenances but for projects that have been set aside for one reason or another. He suggested such as the need for bus shelter repairs in the Darlington area, ditch drainage, signs to be straightened. Counc. Cowman said the Town keep a shopping list of such work , for such a program.
