Christmas Party at Orono Public School Orono Weekly Oil Transfer Station plan awaits reports The Town of Newcastle council on Monday tabled an application for rezoning submitted by Claude Harness, part lot 5, concession 2, former Township of Clarke. The tabling is to allow the planning planning department to obtain comments Times, Wednesday, December 17, 1986-9 from the Ministry of the Enviro- ment, The. Ministry of Commercial and Consumer Relation and the Ministry,of Agriculture and Food. The application by Claude Harness for rezoning was to . recognize the existance of a Waste Oil Transfer Station on his property which he has operated for a number of years. . The application has been circulated circulated to the usual agencies who ■ have reported. The application is to be extended to include a number of Ministries of the Province. Last Tuesday evening a Christmas Party was held at the Orono Public School with a large turnout of parents and théir children. She said the building ' has never been tampered with and that in the past a lot of volunteer work went into the development of the Clarke Library. As to the Armouries building Counc. Hamre said it had remained vacant for a number of years but 'through the efforts of the artisans id the area, the Town of Newcastle and the Orono Downtown Business Association the building now contains contains a downtown business that; attracts attracts people from all over the world. "Take a look at their register," she said. "Why suggest # to take out a successful business in the dowritown area?" she asked. If council supports this proposal ' be prepared for the largest delegation delegation ever to attend this council, stated the speaker. The proposal went down to defeat. The sub-committee was formed by council in May of 1986 which has met on a monthly basis since and has toured the Town viewing existing parklands. The proposed amendment also notes criteria for rural, especially hamlet areas. Criteria set out in the amendment would have Neighbourhood Parks generally not less than 3 hectares in size and shall be provided on the basis of 0.8 hectares per 1000 of population. Community parks would not be less than. 8 hectares and based on 0.6 hectares per 1000 of populations. Parkettes are to be considered without amendment to the proposed Official Plan. Counc. Cowman expressed a number of concerns in the urban area of Courtice where valleylands would be sought to be developed as passive parkland. She was informed that the Town would seek such land through a free dedication, purchase or part of a sub-division agreement with the developer. , The councillor questioned the matter of fencing which it Would be the intention of the Town to have such valleylands fenced from private lands. She said this was the waving of a red flag. Terry Edwards said fencing was a common practice in agreements at . the cost of the developer. Milt Dakin, chairman of the subcommittee, subcommittee, said it was easy to tell on their visits around the town which valleylands had been fenced and those which were not. Council will consider in their 1987 capital budget park development development throughout the municipality reaching a total cost of $427,150. Further the sub-committee is to meet with the Northumberland and Newcastle Board of Education to arrive at a new agreement for joint use of property for recreation. Monies for the various project would come from a park reserve fund and lot levies obtained by the town.
