Going My: Way? Yogi the Snow Bear and his friend the Snowshoe Rabbit are all packed with their suitcase and ready to leave the Leskard area but no one seems to have room to take them along. Suggests sale of Clarke Library building, Orono A proposal presented by Mayor Winters and supported by Counc: McKnight at council on Monday to consider sale of the Clarke Library building in Orono and relocating the library to renovated facilities in either the Armouries building or the Orono Town Hall went down to defeat. . The motion for the posssible sale was presented by the Mayor when council was discussing a building survey report prepared by l.K. Woods and Partners noting repairs required at the building which amount to some $25,000.00. Mayor Winters said he did not think the present building was a public building and was not adequate adequate as a library. He said it is designed as a house. The Mayor said he considered the building in rough shape needing a new roof, a new heating system and other maintenance costs. "It would be a waste of money to undertake these improvements," he said. He suggested the site be sold and monies realized from the sale be used used to make renovations for a library in either the Armouries or the Town Hall. "Lets take some long-term measures which the people of the Orono area could be proud," he stated. Mayor Winters further stated' that either of the other two buildings could be more accessible. "We can't afford to maintain all (Continued page 9) Town sets forth. plan for park development The Town of Newcastle gave approval approval on Monday to proposed amendments- to the Durham Regional Official plan and that the Town of Newcastle Official Plan be referred to staff for processing and to a publichearing. It all dealt with the development of parklands in the urban .areas of the Town including Courtice, Bowmanvillé anji the Village of Newcastle. In these, three areas it would affect, lands in the Farewell and Black Creek, the Soper and Bowman ville Creeks and the Foster and Graham Creek valleys in the Village of Newcastle. , Through the course of the amendment certain criteria for the establishment of parks is outlined, both parkettes and community parks. Proposed amendments to the Town of Newcastle's standard form of Subdivision agreement including the Parkland Development Specifications were endorsed. Council did approve in principal a 1987 Capital Parks budget which is being referred to the 1987 budget deliberations. The proposal was submitted by a sub-committee chaired by Milt (Continued page 9) Parkette in plans for Peter's Pike area The Town of Newcastle council on Monday gave tentative approval of a number of park improvements throughout the municipality of which some work could be undertaken undertaken in the Village of Orono,and the Orono Estates. The total proposal throughout the municipality, if all approved at the time of deciding the 1987 capital budget would amount to $427,150. This money is now available to the Town from lot levies and a park reserve fund. Counc. Hubbard said there was a lot of money available for the proposed proposed work, At the Orono Park work would be undertaken at* the tennis courts to remove and reset support posts, install a new 12 foot gate, remove and re-stretch existing fence. 'The work would also include the replacement of the broken bridge and add three barbecues. Total' estimated cost $6,750. The proposal also includes the development of a Peter's Pike Parkette in the Orono sub-division. The small parkette would include four picnic tables, two park benches, benches, landscaping and playground equipment. The town is to review a proposal to develop a Newtonville park at a cost of $84,400 as well as a Newtonville Newtonville Parkette at a cost of $5,850. The plan calls for the expenditure of $2,000 for improvements to the Newcastle Village park. The major expenditure in the plan calls for the expenditure of $104,000 for improvements to the Enniskillen community park and as well an expediture of $82,000 for the development of a new Base Line Park in Bowman ville. A park costing $60,500 is proposed for the lands at Highway 2 and Regional Road 57 (Bowmanvillé Arena site). A Foster. In total the proposal financing reaches $1,027,150. A report handed to council • outlines total revenue available as of December 1, 1986 through monies from cash-in-lieu and lot levies amounted to $1,358,574. This latter amount increased from $783,765 as of December 31, 1985. It is anticipated that the fund will rest at $1 million by the end of 1987 even with the $1.027 millioh expenditure expenditure iri 1987. The Town, of Newcastle council yvhen debating the J987 budget will consider, repairs to the Clarke Library building in Orono at a total cost of $8,500.00. Included for consideration is the replacement of eaves and facia, repair to the main roof, the replacement replacement of a flat roof and the installation installation of a new gas efficient furnace. Council did receive a building survey prepared by J.K. Wood and Partners which survey was commis- ' sioned by the Newcastle Library Board. In total the survey calls for repairs costing some $25,000 most of which are minor repairs. Interior and exterior caulking would be undertaken by Town staff along with minor carpentry repairs.
