From Queen's Park by Sam Cureatz Ontario Needs a Full-Time Correctional Correctional Services Minister The Ontario Ministry of Correctional Correctional Services lacks direction and policy because it does not have a full-time Minister, Sam Cureatz, MPP for Durham East and Opposition Opposition Critic for Correctional Services says. "One individual cannot do justice to both the portfolios of Solicitor General and Correctional Services," Cureatz says, "Correctional Services'is not being being given adequate direction given the confusion in Ministry goals that is apparent from the top down to Orono DBIA annual meet (Continued from page 1) tion of the DBIA to mail out the directory throughout the vicinity. ■ It was also revealed that par>- ticipation in the Christmas draw had increased by 33 percent in 1986 compared with the' same period in 1985 and (hat twenty-five percent of those customers signing fr^e draw coupons were from other than the Orono and Orono rural route areas. Over 2500 coupons were signed for the Twelve Days of Christmas draw this past year. Over 700 entered the sidewalk sale draw held in'July and of this number well over 10 percent had addresses noted as Newcastle Village. A committee has been formed to consider replacement or refurbishing refurbishing of the street light pole Christmas decorations which have become somewhat shabby for daylight viewing. The Association is currently looking for a 'male cupid to assist with the first promotion of the year, Valentine's Day. Fifteen businesses in downtown Orono were represented at. the meeting. the cell-block level." In the last available report from the Ministry 32 goals or statements were made. Given the little progress made on these goals in the past months it is obvious the list was inflated inflated or impractical given the lack of Ministerial attention Correctional Correctional Services has received. The Federal Government's Neilson Report on improved program program delivery in the justice system indicates there is administrative overlap and duplication between services offered by the Ministry of Correctional Services * and the Federal Solicitor General. But there has been no public response from Correctional Services to either answer the Néjlson Report'.s charges or to cut duplication. "The Correctional Services Ministry is not receiving the leadership leadership and ' attention it deserves," Cureatz says, "I call on the Premier to appoint a full-time Minister of Correctional Services to bring direction to this important Ministry and ensure public money is being spent wisely." Association. Brian Irwin, Town oT Newcastle By-law Lnforcement Officer, was present to outline enforcement of the parking by-laws in the Downtown area and to gain input from members of the association. Irwin stated that enforcement has been undertaken by the Town since May of 1986 and that an officer for this enforcement has been hired on a part -tinte basis. He said that as neither Orono or Newcastle Village had no parking meters there is no source of revenue available for the cost of enforcement enforcement and funds must be made available through the Town's annual annual budget, He said he had asked to meet with the Orono group as he had not had any first-hand opinions as to the enforcement since its inception 'and as to whether or not there was a desire to have the enforcement continue. continue. He also questioned enforcement enforcement on Saturdays in the Village. On a motion by the association it was unanimously agreed that enforcement enforcement continue as in the past and that Saturday be included in the enforcement program. It was the general concensus that theré still are numerous violations existing from apartment dwellers and business people within the area of the Orono downtown. The meeting was supportive of even Object to further Bowmanville Convenience Stores With thirteen convenience stores already operating in Bowrpan ville any plans to establish more such facilities were opposed by two delegations at council Of the Town of Newcastle on Monday night. John Jeffrey who owns and operates a convenience store at 83 Liberty Street south told council that a proposal for a convenience store at Liberty and King Street and another at Liberty and Ontario streets would have a devastating impact impact on his operation. He said his store was his sole source of income for his family. He said the town was already flooded with convenience stores. Counc. Cowman pointed out that the number of such stores had been a subject of discussion by council members and that it was now the intent to have applicants submit a needs study with their applications applications for the development of such operations in the future. stricter enforcement to correct these violations. Roy Forrester stated that a count had beën taken of cars parked in the downtown where the Town had previously estimated fifty cars could be safely parked. Forrester said on the. 24 different counts taken from the end of November to mid December only once were all parking parking spaces tak'en. He said business vehicles and apartment cars had on the avergae taken up some 18 percent percent of the spaces. He further said it was found that there was a greater number of violations on the three Saturdays that the counts were taken. It was pointed out that this often forces customers to park illegally illegally and they then become targets for tickets if enforcement is being , undertaken at the time. The highest number of customer cars recorded was forty-three and this was" on a Saturday. Counc. Diane Hamre stated that members of - the Town staff are looking into off-street parking for the Village of Orono and a report is expected in the near future. She skid this followed a meeting at which she and Counc. Stapleton had .attended .attended which was called by the Orono D.B.LA. Parking Committee Committee headed by Harvey Partner. She said staff are considering a number of options for off-street parking and that any plan would be properly completed in a manner in which, the Village could be proud.
