Begin Newtonville water design Terry Edwards, Director of Planning Planning for the Town of Newcastle, informed informed council on Monday that the Region of Durham was about to proceed with engineering for the proposed Newtonville water, system • He said the planning department had been asked by the Region for plans for the Newtonville hamlet ■ (which would be taken into consideration consideration in designing a water system for the area. Edwards said a 1980 hamlet plan did exist for Newtonville which showed some proposed new development both north and south Happenings of Highway No. 2. He said the plan would result in a population of some 1000 for Newtonville which would be similar in size to Hampton or Orono. It was pointed out that the Town had given approval to the plan but that approval had not been sought from the Ministry as'at the time the matter of poor water conditions in the Village arose. Edwards is to furnish the Region with a copy of the 1980 Hamlet plan for their consideration while designing designing a water system for the hamlet. • • e To meet over Estate lots Council members are to meet this Friday to discuss Estate residential development 'within the Town of Newcastle. Director of Planning informed council that a number of applications applications are being held awaiting a decision decision from council as to criteria as to such development within the municipality. Counc. Hubbard said a decision has to be made and that, in one sense, it is a simple decision. Counc. Hubbard was answering questions from Counc. McKnight, who said there was land out there that could well be used for Estate residential and why not use it for such purpose. Counc. Hubbard questioned if the town was to continue to encroach encroach on the rural areas with development and then face costs for services which will be sought from the municipality and the Boards of Education. She said, "We have been told this morning that educational educational facilities are not now adequate adequate and there are considerations for police and fire services as well as parks and recreational facilities. Counc. Hubbard also referred to serviced land in tile urban areas that still lie vacant and that it would be desirable to have these lands developed for residences. The councillor also spoke of the conflicts that arise from mixing residential development with farm operations. In speaking of the Regional level of government Counc. Hubbard said a review is well underway of the Regional Official plan and she was quite excited with what she hopes will come out of the review. Town on Newcastle again winner of activity day Wednesday of last week. Ln the Town of Newcastle proved to be a physically challenging day and as a rewarding day as once again Newcastle proved itself the "Fittest Community in Durham Region." The event came under the name of Participaction Fitness Challenge and citizens from Newcastle, Ajax, Scugog and Uxbridge were in competition competition to be the fittest. It entailed taking part in * 15 minutes of physical activity and then to report to the municipal headquarters. The contest was very close within the four municipalities with Newcastle coming out on top with ,16,251 residents participating (48.5 percent of its population. Ajax was close behind with 47 percent participating, participating, Scugog with 44.2 percent and Oxbridge with 36.9 percent. In total there were 44,269 residents of the Region taking part in the event. The most popular physcial activity. activity. in Newcastle was walking with 8,962 1 reporting this event. The oldest person to participate was 96 year old Mrs. George Allen who went for a walk with her friend Grace Reid. 894 took part in ball events throughout the community from minor sports through to senior ball. 11,169 from Bowmanville took part including over 4,000 from Ontario Ontario Hydro. Newcastle Village followed with 1588 taking part, Hampton with 1008 and Orono with 883. In Orono the local Public School children and staff took part with ac- (Continued page 3) Define stand on parks valleyland acquisitions On Monday the Town of Newcastle general purpose committee committee recommended proposed amendments amendments to more clearly define Parks, Open Spaces and for the acquisition and access to valleylarids in the three Urban areas in the Town, Newcastle Village, Bowmanville and Courtice. The new 1 policy defines Neighbourhood dnd Community parks as well as establishes size jin relation to populations of 1000 residents. ' 1 It also makes for provision of parkettes where physical ba'rriers may exist ' preventing access for young children from attending Neighhbourhood or Community Parks. -, The amendments to. the policies include creating more precise boundaries for valleytonds and their acquisition through agreement with developers. Valleyland acquisition shall now be the intent of council in the three urban areas which would include the valleys of the Graham and Foster Creeks in Newcastle Village along with the Bowmanville and Soper Creeks in Bowmanville and the Farewell and Black Creeks in Courtice. Some of the Lakefront. on Lakç Ontario will be incorporated in the plan as a valleyland.
