t Christmas concertât Church Towns reverse stand on its Noise By-law The Orono United Church held an old fashioned Christmas on Sunday Sunday evening in the basement of the church which was well attended. The program was provided by the younger set from the church organizations and included poems, vocal and piano solos along with an Seeks support for new Town organization Ron Strike, speaking on behalf of the Bowman ville Chamber of Commerce, Commerce, presented council with a proposal on Monday outlining a plan to form a Town of Newcastle Board of Trade. This board would replace the present Bowmanville Chamber and would be expected to represent the whole of the Town of Newcastle and have membership from the entire community. He said the Chamber recognizes problems of fragmentation throughout the mumcipalltjLànd it would be the intent to *drâw the various organizations together. He said there was a lack of communication communication and that there was a need for a qentral information centre. Strike said there is some cause for optimism. He said the group sought office space for an informational service and a part-time or full-time employee. He said the latter meant financial support from the Town. He asked that the Town give approval approval to the general concept and consider providing office space and a grant of $12,000. Strike said the. group, itself would, raise $19,000 through memberships. He said the present Bowmanville Chamber does get many enquiries but is not able to respond without space and staff. Council approved the concept and referred the space and grant request request to budget negotiations and a staff report. Happenings . . . ORONO TOWN HALL EUCHRE RESULTS The euchre .results for December 9th are as follows: high number winners:. ORONO LAD WILL BE HANDED TORCH Bobby Roughley on December 21st will be handed the torch for his 1 km. run on Highway 35 around 11:30 a.m. The passing of the torch will occur <1.3 kms. south of the intersection of Highways 7A and 35. « MONEY FOUND A student found a sum of money on Mill Street on Monday morning on his way to school. KINSMEN CLUB BINGO BEING CANCELLED Regretfully the Kinsmen Club of the Great Pine Ridge will be cancelling it's Bingo on Tuesday, December 22nd. Future game will also be cancelled pending further notice. - The cancellation is due to a lack of support. However, the Kinsmen sincerely thank all of our regular patrons and we hope that we will be able to continue at a later datje. Air Band, a play and carol singing. All enjoyed the evenings program with refreshments being served. issues Hamre challenges legality o f council move The Siting Task Force on Low- level Radioactive Waste set-up by the federal government last year following a bid by Edlorado Resources Ltd. to locate a disposal area in either the Town of Newcas- . tie or Hope Township has submitted submitted its final report. The Task Force has reiterated its belief as outlined in an interim report, in September that a community community should volunteer to take a waste storage facility. Three or four unidentified Ontario Ontario municipalities have expressed an interest in federal plans to establish a long-term wlste dump. But James McTaggart-Cowan, coordinator coordinator pf'the Task Force said, they are only interested on how a site is selected. ' The Task Force has, spent a year studying the problems associated with the storage of <900,000 cubic metres of slightly radioactive waste from the Port Hope area. The Task Force has recommended recommended a community participation scheme that they feel will entice several communities to become involved involved in the site selection process. The community could pull out of the planning process at any time. •The final ' Task Force report is now in the hands of the Minister of Mines and it is now up to the federal government to form another task force to select one or more potential sites for the dump. A compensation package would be offered to give the chosen community community a tangible reward for accepting accepting the dump. > This could include jobs along with grants for local projects such as community centres and libraries. Mr. .Nicholson's birthday is today and he is a resident of Caressant Care in Lindsay. • • Post photo/David Selby After taking no action to make change in the Town's Noise By-law on December 7th council members turned around on Monday and passed an exemption for licenced dog kennel operators. The reversal came after Gloria and Phyllip Manganelli, operators of a kennel in Enniskillen made a plea for such exemptions on Monday. Monday. . Originally council passed a Noise By-law but upon objections from some kennel owners a committee of kennel owners was set-up along with a few citizens, to setforth criteria which would refer to such operations in the municipality. , The owners had asked that two exemptions in the original by-law be made and that certain other criteria be added. These sections included that " any noise which may be heard beyond the lût upon which it is made at sufficient volume to disturb person beyond such lot" and a section "the persistent barking barking etc. made by domestic pets, were both to be deleted. These two section do not apply to kennel operators. However the Town has included there be a curfew on noise from kennel operations from 11 p.m. until until 7 a.m. with the curfew being lifted for the hours of 7 a.m. until 11 p.m. Continuous barking for a (Continued page 6)
